應用網路層級分析法探討造紙廠升級智慧工廠之關鍵成功因素

摘要


臺灣造紙業經過三十年來的工業自動化轉變後,產能已經可以穩定地到達規模量産,但是由於環保法規限制、需求變化頻繁的市場、技術人才稀缺和老化造成充滿不確定性的營運風險,使得目前工廠的軟硬體設施已經無法單純因應日益繁雜的條件因素而進行生産作業。此時迫切需要導入“工業4.0”的概念,將既有的造紙廠升級成新型態的智慧工廠(Smart Factory),整合當前的科技將資料數據運用和先進的系統設備建置,目的是解決環境生態、進行綠色生産、加強營運彈性應變和人力不足的窘境,並維持競爭優勢。 本研究將透過文獻回顧、產業專家訪談和模糊德菲法(Fuzzy Delphi)修正找出和篩選對一般造紙廠升級成智慧工廠的關鍵成功因素,並使用網路層級分析法(Analytic Network Process)進行各項因素權重的優先排列。研究結果,歸納出前十項關鍵成功因素,依照優先次序排列:(一)客戶要求和意願(二)數位轉型預算(三)智慧化設備系統(四)擴增資本支出(五)經營者支持參與(六)環保生態觀念(七)社會責任形象(八)組織和流程變革(九)專業團隊導入(十)企業核心價值 本研究内容定位為造紙業經營管理層對投資現有工廠升級的初步提案評估報告,目的是讓造紙業經營者能參考研究結果來進行企業資源的投入,協助順利成功升級成智慧工廠。

After three decades of automated transformation in Taiwan’s Pulp and Paper Industry, the general paper mill’s average production capacity has reached to scale production. However, environmental protection regulations, frequent market trend, the shortage and aging of technician, and circumstance are full of uncertain risks. Due to increasingly complex conditions, the current software and hardware facilities no longer fulfill to factory operation simply. At this time, there is an urgent status need to introduce the concept of "Industry 4.0" to upgrade existing paper mills to new type of Smart Factory which integrate current technology for data application and mount the cutting-edge system/equipment. In order to solve environmental ecology issues, achieve greening production and strengthen operational flexibility to respond the dilemma of insufficient manpower, and maintain a competitive advantage. This research adopts literature review, industry expert interviews and fuzzy Delphi method to identify and screen the key success factors for upgrading general paper mills to smart factories, and use the Analytic Network Process to conduct priority ranking of the weights of various factors. The research results summarize the top ten Key Successful Factors, which are ranked in order of priority: (1) Customer requirements and wishes (2) Digital transformation budget (3) Intelligent equipment system (4) Capital expenditure expansion (5) Management support and participation (6) Ecological concept of environmental protection (7) Social responsibility image (8) Organization and process transformation (9) Professional team (10) Enterprise core value The content of this research is positioned as the initial evaluation proposal for management of Pulp and Paper Industry to invest in the upgrade of existing factories. The purpose is making the owners refer to the research results to input resources and assist in upgrading to a smart factory.
