里長為里組織最核心之人物,有關里長之地位規範、角色期望、角色履行及角色衝突等均影響里之運作。近年來,臺北市政經社會環境改變,里長角色是否仍然一成不變?或有必要加以檢討改進? 本文之研究方法以問卷調查為主,進行統計分析,並輔以文獻分析、時間序列比較。透過問卷分析得知現今之情況,而時間序列比較,則可使吾人觀察出時間上演變與地域上之差異。 臺北市里長、里幹事與主管人員為問卷發放對象,透過角色理論予以分析。全文共分七章,分述如下: 第一章:緒論—研究動機與目的、研究方法及角色理論架構說明。 第二章:臺北市政經社會環境與角色衝擊—分析臺北市政經社會環境變遷對里長之影響與樣本分析。 第三章:里長的地位與職能—透過里長權利、義務、新陳代謝及社會地位的評價來分析。 第四章:里長的角色期望—透過外界與里長本身對於自我認知,了解里長應扮演何種角色。 第五章:里長的角色履行與地方自治—從里長、里幹事與主管人員等角色互動關係來探討里長的實際行為。 第六章:里長的角色衝突—透過角色衝突的情形瞭解期望與事實之間的差距,並針對衝突嘗試提出解決方法。 第七章:結論—整合研究發現,並提出政策建議。
Li-chief is the most important person in a village, and things related to the position code, role expectation, role performance and role conflict of a Li-chief affect the work of a village. Recently, have the role of a Li-chief still remained or needed reflected after the change in Politics, Economics and social environment of Taipei? This thesis is based on questionnaire survey and conduct with statistics analysis plus literature review as well as time sequence comparison. So, one can learn current situation through questionnaire analysis and the change in time as well as the difference in district through time sequence comparison.Questionnaires are released to Li-chiefs in Taipei, village clerks as well as village clerks and analyzed by role theory. This thesis contains seven chapters, which the following: Chapter 1: Introduction – Explaining research motivation and purpose, research method, and the construction of role theory. Chapter 2: Politics, Economics and social environment of Taipei City and role conflict – Analyzing the effect of Politics, Economics and social environment of Taipei City to Li-chiefs and sample analysis. Chapter 3: The position and function of a Li-chief – Analyzing through the rights and duty, inaugurating by turns, and the evaluation of social position of a Li-chief. Chapter 4: The role expectation of a Li-chief – Knowing the role of a Li-chief through the environment and being a Li-chief. Chapter 5: Implementing the function of a Li-chief and Local Self-governing – Discussing the real actions from interactions among a Li-chief, a village secretary, and district office supervisors. Chapter 6: The role conflict of a Li-chief – Knowing the difference between expectation and reality through the situation of role conflict and finding out ways to solve it according to conflicts. Chapter 7: Conclusion – Integrating the discoveries and offering suggestions.
