採購在現今企業中的重要性,根據學者的研究調查報告,企業年度採購金額幾占企業年度營收的三分之一以上(Zens and Thompson, 1994; Killen and Kamauff, 1995)。同時電子採購系統所帶來的效率與成本的節約也的受到極端重視 (Gebauer, J and Segev, 1998 )。 企業經營環境愈來愈複雜且變動性也日益增加。在客戶需求導向的市場競爭中,愈需要發展一套有效的電子採購系統,以自動流程提升作業效率,並提供相關整合資訊,以供管理者決策使用。 研究者觀察企業採購人員多從如何建立電子採購系統的功能建置與提昇系統效益著手,並尋求其達成目標的關鍵成功因素。本研究認為電子採購系統的建置應不僅止於系統的功能與效益,並應提昇到以企業的組織、管理、技術作為電子採購系統的三個構面,再依循這三個構面發展更完備的關鍵成功因素。 本研究以上述三個構面作為框架,蒐集相關專家與學者對電子採購系統之關鍵成功因素加以檢驗,並以研究者參與國內某電信運營商所建置的電子採購系統為個案作為比對,歸納出一份檢驗表,期望能有利於企業建立電子採購系統時作為參考,作為本研究的結論。
Procurement importance in today's enterprise, according to scholars investigating reports, corporate annual purchase amount of annual revenue of enterprises for more than one-third (Zens and Thompson, 1994; Killen and Kamauff, 1995). While e-procurement system brings efficiency and cost savings are also the subject of extreme importance (Gebauer, J and Segev, 1998). Because changes and complex in business environment. Need to develop an effective e-procurement system, in automated process to enhance work efficiency were required by customer demand-oriented competition and integrated information for use with management's decision. The researchers observed corporate procurement officers more from how to build e-procurement system functions and improve system efficiency, and seeking to achieve the objectives of the key success factors. This study suggests that e-procurement system implementation should not be limited as above but should be elevated to the enterprise Organization, Management, and Technology dimensions, and developed a comprehensive picture of the key success factors followed by these three dimensions. In this study, relevant researches from experts and scholars based on three dimensions for e-procurement system was gathered and compared. Researcher summed up a test table by who involved in a domestic telecommunications carriers to build e-procurement system for the case company as compared to, hoping to help enterprises to establish e-procurement system as a reference, as the conclusions of this study.
