摘要

本論文嘗試以國家為中心，就1949年以後台灣地區的重要歷史政經發展，分析國家機關發展不同的政府採購制度與組織的歷史變遷，針對各階段進行結構互動及歷史動態分析，並以政府採購的主要行為者，包括政府、業者、影響政策制定的民意機構、利益團體及國際政經體系中重要的相關行為者的互動，及權力與利益的偏差和消長過程進行因果分析。
在論文的結構上，本文第一章為緒論，包括研究動機與目的、相關文獻回顧與檢討、分析架構及研究限制。第二章為威權體制下的政府採購，分析1949年至1970年威權體制下，政府採購制度與組織結構及其相關的權力與利益偏差。第三章為務實外交下的政府採購，說明1971至1987年台灣推動務實外交及本土化的歷史變遷，導致政府採購組織與制度的變革，涉及相關的行為者間的互動、權力與利益動態的互動過程及偏差改變的因果。第四章為民主化及全球化下的政府採購，分析1988年以後，民主化及全球化的經濟發展影響台灣地區政府採購制度的過程。第五章將不同時空的政府採購制度與組織的形成與影響進行總結，並嘗試提出建議，以提供政策決定與相關策略不同面向的考量參考。

This study would like to use a State Centered Approach to analyze the historical change in government procurement systems and organizations since 1949. Based on the major developments of history, politics, and economics in Taiwan, this study analyzes the intra- and extra-national interaction, deviation and change of power and interests among the major players of the government procurement, including government, industry, congressional line, interest groups and key persons in the international system of political economy.
This study initiates an introduction including the purposes of research and its limitations, literature review and analysis. Chapter two analyzes the government procurement under the authoritarianism system, which examines the government procurement system, organizational structure, and deviation of power and interests during the period 1949 to 1970. Chapter three analyzes the government procurement under the Pragmatic Diplomacy and Localization that led to the change in government procurement organization and system, interaction of major players, dynamic interaction and changes of power and interests during the period 1971 to 1987. Chapter four analyzes the government procurement under the democratic system and globalization that has influenced the government procurement system in Taiwan since 1988. Finally，this study summarizes the changes of the government procurement systems and puts forward suggestions on current controversial issues relating to government strategic decision-making.
