摘要

本研究係以政治經濟分析為基礎，採歷史文獻分析法，以威權時期、威權轉型期、民主發展期、民主鞏固期等四個時期之兩岸關係，由軍事對峙到九二共識的演變；由開放國人赴陸探親到開放陸客來臺觀光旅遊政策的演進過程，探討開放陸客來臺觀光旅遊的政治經濟分析。在政經分析中，涵蓋探討有關國家安全機制作為及在大陸旅遊業「一條龍」的運作下，分別以陸客「團進團出」、「自由行」探討對臺灣經濟的實質效益。
開放陸客來臺觀光旅遊如在經濟上過度依賴陸客客源，將不利於爾後兩岸平等協商談判，且陸客來臺人數未受到適當管控、分流，不但對既有國際旅客產生排擠現象，相對臺灣人民之旅遊成本亦將提高，及需對國內旅遊業者的保障與規範，否則將衍生諸多亂象及民怨。本研究基於研究結果，提出十點相關政策建議，供政府有關部門在修訂相關陸客來臺政策時參考。

The study based on analysis of political and economical changes of open-door policy to Mainland Chinese tourists, according to analysis of history literature. There are four times of the relationship between Taiwan and China: authoritarian region, transition from authoritarian state, democratic development, and democratic consolidation, which included military conflict to 1992 Consensus, and the processing of open-door policy that agrees Taiwanese visit China relatives, and Mainland Chinese tourists are allowed to visit Taiwan. On this study, the “all-in-one service” will be discussed, including the “Mainland Chinese tourists’ coming and going with a group “ and “ free tour” of Mainland Chinese tourists.
If the tourism of open-door policy to Mainland Chinese tourists is deeply hung on the Mainland tourists, it will harm the fair negotiation between Taiwan and China. Besides, if the amount of Mainland tourists isn’t under control, it’s bad
for the tourism between Taiwanese and foreigners, and it will rise higher cost of Taiwanese tourism. The rules need to be done for Taiwanese tourism, otherwise, there are many confusing phenomenon and people’s complaint. The study result will suggest ten policies for the open-door to Mainland Chinese tourists, and they will be supported the department of Taiwanese government with reference to the Mainland Chinese tourists correction.
