科技發展對國際權力與中美關係的影響-以定位衛星和物聯網為案例

摘要


科技創新改變人類的行為模式,而擁有權力代表可支配的能力。如何能獲取最大的權力,一直是各國在國際關係中的重要議題。本研究從二十世紀中期後的幾個重要歷史事件,探討科技發展如何影響國家權力的轉變。以中美兩國的經濟、政治與科技的綜合發展,透過文獻回顧、官方數據及個案研究,了解定位衛星與物聯網技術的軍民融合之發展,論證科技的發明足以改變國際關係。實際上,從中國加入國際分工體系後產生的影響,說明科技發展加速中國的崛起。因此,研究發現部分科技的發展造成中美在國際社會上的競爭,表面上是企業對企業的實力較勁,實際上企業的背後是以國家為主的賽局,打破以往國際的談判模式,進而產生一種國際關係的新態樣。

Technological innovation changes the pattern of humans’ behavior, those who owned technological innovation changes would have political and economic power which represents the ability to control. How to obtain the greatest power always has been an important issue for countries in international relations. This study explored how the technological development affects the transformation of state power from several important historical events after the mid-twentieth century. Based on the comprehensive development of economy, politics and technology between China and the United States, through literature review, official data and case studies, we demonstrated that the new development of military-civilian integration of satellites and IoT technologies, an innovation of technology, is sufficient to change international relations. In fact, the impact of China entered into International division of labor system, which explained that the new technological development help to accelerates its rise in international arena. Therefore, this study found that the development of some science and technology has caused Sino-US competition in the international community. Superficially, it is the strength competitions between Chinese enterprise and American enterprise. Actually, after the enterprise it is the state-based game, breaking the previous international negotiation mode, and then create a new dimension of international relations.
