本文旨在探討歐巴馬時期與川普時期的亞太政策,從而歸納兩屆政府亞太政策的轉變與延續。為了達到本論文的目的,本論文將會採用攻勢現實主義以及聯盟理論探討之。此外,本論文將會結合這兩套理論的內容,建立研究架構與提出若干假設,以討論美國的亞太政策,包括其對華政策、聯盟行為以及歐巴馬時期與川普時期亞太政策的調整之原因。 本文認為亞太地區權力結構的轉變是影響美國執行其亞太政策的主要因素。兩屆政府亞太政策的目標旨在維護美國的現有利益。雖然,歐巴馬的「亞太再平衡」與川普的「印太戰略」所使用的手段有所不同,但是兩者卻有異曲同工之妙。因此,川普的「印太戰略」實際上可視為「再平衡2.0」。
This thesis aims to discuss Obama’s and Trump’s Asia-Pacific policy, and to elaborate the change and continuity of U.S. policy in the Asia-Pacific from the Obama to the Trump Administration. To achieve these goals, this thesis adopts two international relations theories, one is John J. Mearsheimer’s Offensive Realism from, another is Stephen Walt’s Alliance Theory. Based on the abovementioned theories, this thesis will generate a research framework and several hypotheses to explore the U.S. Asia-Pacific policy from the Obama to the Trump Administration, including its policy toward China, alliance behavior and reasons of the change from “Rebalancing Asia” to “Indo-Pacific” Strategy. The author believes that the distribute of power in the Asia-Pacific determines the implementation of the U.S. Asia-Pacific policy from the Obama to the Trump Administration. Also, both strategies share the same goal even their tactics are totally different so that Trump’s “Indo-Pacific” Strategy is “Rebalancing 2.0.”
