中華民國憲兵制度之研究：源起、變遷與未來發展

我國自從開始實施國防轉型法案之後，曾經多次進行組織人員增減或者任務調整等改革。我國憲兵部隊也在多年歷史因素的影響以及國防轉型之法案推行之下，有了巨幅的調整。隨著國際情勢的轉變、時代之演進，在全球化效應的反撲和衝擊之下，各國維護國家安全之能力不斷受到挑戰，綜合性安全威脅程度也逐漸升高。做為保衛國家安全前線的一員，我國憲兵部隊如何因應這樣的威脅，又如何在國防轉型的衝擊之下，提出可行的改革方向，建構新時代的國軍部隊，是憲兵部隊如今重要的課題之一。本論文透過探討我國憲兵部隊歷史發展、國防轉型過程及需求，提出憲兵部隊未來可發展之方向，以期賦予憲兵部隊新的發展契機，達成國防轉型之目標。

Since the R.O.C. began to implement the transformation of its national defense, it had repeatedly carried out some reformation such as the adjustment of personnel or tasks. Under the influence of historical factors and the implementation of the national defense transformation, the R.O.C military police has undergone tremendous change. With the changes of international situation, the degree of comprehensive security threats is gradually increasing, and the ability to protect countries’ own national security is constantly being challenged. As a member of the national defense who battle in the front line, how the R.O.C. military police to react such threats under the impact of national defense transformation, and to propose feasible reform directions to build a national military forces in new era, is currently one of the important issues. This thesis discusses R.O.C. military police’s development and its process and needs of national defense transformation, in order to propose its future directions. With the goal of transforming into national guard force, the thesis also hopes to achieve the object of defense transformation by giving the military police a new development turning point.
