中國大陸在國際組織角色之演變: 以世界衛生組織為例

摘要


中國大陸經濟實力快速增長後,也針對部分國際組織做策略性的捐助。本文選擇受到其影響且對世界造成重大衝擊的世界衛生組織(WHO)為案例,梳理中國大陸從1972年加入世界衛生組織後的行為模式,並聚焦在嚴重急性呼吸道症候群(SARS)與嚴重特殊傳染性肺炎(COVID-19)兩階段疫情發展觀察時段。本文發現中國大陸在經濟實力崛起後,參與國際組織都有其共通性,首先花時間適應國際組織的規則,同時模仿其他國家的行動,將規則內化於其中,且在適應的過程中依照社會影響修正自己行為。待熟悉遊戲規則後派出其所支持的人選來增加影響力,最後透過代理人獲取利益。另外隨著時間的進展,中國大陸除了增加國際影響外,同時也於世界衛生組織參與過程中逐漸被國際體制社會化,具備國際能接受的形象後,轉換角色成為世界衛生組織中的重要影響者。

With the rapid growth of economic strength, China has made strategic donations to some international organizations. This thesis chosen from the impact and has caused a severe impact on the World of the World Health Organization (WHO) as a case, comb after China joined the WHO from 1972 patterns of behavior, and mainly focused on severe acute respiratory syndrome (SARS) with SARS-CoV-2 (covid - 19) outbreak of two-phase observation period of development. This thesis finds that after the rise of economic strength, China has some common characteristics in participating in international organizations. First, it will spend time adapting to the rules of international organizations, then it will mimic the actions of other countries to internalize the rules. and in the process of adaptation, it will revise its own behavior according to social influence. If they are familiar with the game's rules, they will send the people they support to increase their impact. Finally, gain profits through proxies. In addition, with its development over time, China increased its international influence and gradually became socialized by the international system in participating in the WHO. After becoming an internationally acceptable image, China changed its role to become a significant influencer in the WHO.
