公開取得電子報價單政策之執行力研究—以臺北市政府為例

Policy Implementation of Public Access to Electronic Quotation: The Case of Taipei City Government

摘要


行政院公共工程委員會自民國104年推動「公開取得電子報價單」政策,本研究聚焦在臺北市政府的執行情形,並引用Edwards Ⅲ(1980)提出之「行政影響模式」做為資料蒐集分析的理論架構,並運用訪談技術,從溝通、資源、人員態度傾向及官僚結構等四個構面間的互動、變化或作用,了解在相同管制情形下,造成各個機關不同執行結果的原因和條件,以及在各個機關內部行政運作的差異性。 經研究發現,在資源和官僚結構構面上,有一致性的優勢和劣勢,在優勢方面,可以提供其他機關執行參考,包括了具完整採購資訊網及諮詢專線、設統籌市府採購政策專責單位、以及標準作業程序資料庫內容豐富;在劣勢部分,則可作為提升執行率的思考方向,包括了網路偶不穩定,系統連動不足、訓練課程未按新政策需求設計、標準作業流程缺少新政策指引。對於溝通和人員態度傾向構面上,各機關有相當的差異,如果可以提供明確的命令指示、善用內部水平溝通,由採購人員主動引導需求單位,將能提升政策執行力。基此,文末提出五項政策建議,作為「公開取得電子報價單」政策執行之參考。

The Public Construction Commission has promoted the policy of "Public Access to Electronic Quotation" since 2015. This research mainly focuses on the implementation of the Taipei City Government, and cites the "Implementing Public Policy" published by Edwards III (1980) as a theoretical framework for data collection analysis. By implementing interview techniques, it can help to understand the reasons and conditions that lead to different implementing results of various agencies under the same regulations, as well as the differences from internal administrative operations in each agency respectively from interactions or variations in between communication, resources, dispositions and bureaucratic structure. It has been found that there are consistent advantages and disadvantages from research in terms of resources and bureaucratic structure. In terms of advantages, it can provide implementing reference for other agencies, including complete procurement information network and consultation hotline, establishment of a designated procurement unit for the city government, and enrichment for database of standard operating procedures. For the disadvantages, it can be used for increasing efficiency of execution, including occasional instability of the network, insufficient system interaction, training courses are not designed based on the new policy requirements, and lack of new policy guidelines for standard operating procedures. There are considerable differences between agencies in terms of communication and dispositions. If specific orders or instructions can be provided and make good use of internal communication, and let procurement personnel to guide required units initiatively, it will improve policy execution. Based on the aforementioned information, five policy recommendations are proposed as a reference for policy implementation at the end of thesis.
