台灣資訊產品製造業的蓬勃發展,已造就台灣的供應鏈與全球運籌體系在國際上具有相對成熟的競爭優勢。為延續此優勢,政府依據其於2002年制定的「挑戰2008—國家發展重點計畫」著手規劃設置自由貿易港區。此自由貿易港區能否更進一步為台灣企業在營運及物流運籌上,營造更有效益的操作環境;以及企業如何藉由自由貿易港區之優勢,提升企業的營運績效是近年來大家所關切的議題。 本研究除了比較、分析自由貿易港區之優勢外,也以訪談的實際案例公司為例,分析其於航空自由貿易港區的特別法令規範營運環境下,配合企業經營策略、目標而規劃設計的物流運籌模式。同時,也在其規劃設計上提供以物流、供應鏈理論知識的實務面應用建議。經由研究,我們發現有一些物流、供應鏈手法可以藉由自由貿易港區的特殊法令、地理位置與規定達到更理想,更有效率的執行。然而,政府的政策方向,以及執行機關與港區事業之間的有效溝通與彼此信任,仍是為自由貿易港區以及港區事業未來發展成功與否的關鍵因素。最後,我們透過分析、討論,提供港區管理機關在經營管理與規劃上一些建議。
Due to the vigorous development of information product manufacturing, Taiwan had possessed an advantageous position in global logistic and supply chain. For continuously develop the competition advantage, government of Taiwan established the Free Trade Zone in accordance with the national development plan ” challenge 2008 – Council For Economic Planning and Development.” Whether the Free Trade Zone could make the further efficiency in enterprise operation and logistic management, which becomes a deeply concerned subject in recent years. The government strategies and the efficient communication between government and enterprises will be the key point of the success in Free Trade Zone’s development. This study try to analyze the superiority of the Free Trade Zone. By interview with the cases of memory module manufactory, to analyze the logistic operation model of the enterprises which under the Free Trade Zone’s special decrees and environment. Meanwhile, will provide the practical suggestions for logistic management and supply chain’s application. And through the analysis and discussion on the cases, to offer the proposal for the administration of the Free Trade Zone in management and plan.
