目前公共工程委員會所製訂施工規範『第01311章合作與協調』,並無詳述界面管理機制、方式與原則等。本研究針對建築/機電工程施工階段之界面問題,應用界面管理概念與工程專案管理方式及實際案例,探討並建立施工階段界面管理模式、機制與問題,供未來工程發包施作界面管理參酌。 本研究將建築/機電施工階段界面問題分為七方面─需求、時程、成本、施工、人力、溝通、運輸,於整合前訂立基本原則及整合流程,以進行統合與管制作業。整合方式一為靜態整合管制方式,即是藉由管制文件予以管制、執行,另一為動態整合管制方式,即針對不同人、事、物、時、點,利用不同的策略,棄守本位,溝通協調,尋找最佳合作狀態。另針對圖說套繪界面整合部份,將結構、建築、道路、景觀、排水之平、立、剖面圖位置、空間予以整合,同時整合機電強電、弱電、給排水、消防、空調系統之平、立、剖面圖,針對點、線、設備之平面配置及空間容納整合並建立表格予以彙整,以供工程人員施工與執行。 本研究歸納結論及建議如下:(1) 界面整合良寙影響界面整合成本。(2) 界面整合方式及所賦予之權限是界面管理成功之關鍵點。(3)需求、時程、成本、施工、人力、溝通、行動為界面問題七大類型,適時管控可有效控制施工界面成本損益。(4) 界面之PDCA管理流程影響界面整合成效。(5)界面整合組織納入工程主辦機關人員,可縮短行政處理期程。(6)界面整合應設立獎懲機制。(7) 訂立界面整合管理共同目標,建立生命週期不同階段之機制與架構。(8) 利用有效及快速之整合方式,縮短界面整合期程。(9)加強界面整合之PDCA管理概念。
This research is to explore the problems of interface management in construction and electrical/mechanical during the construction phase. The establishments of interface management, mechanisms and problems in the construction phase are reasearched by combining the concept of interface management with engineering project management and actual cases. In construction and electrical/mechanical during the construction phase seven types of interface problem types are requirement, schedule, cost, building, human resources, communication and transportation. Before the interface management integration, the basic principles and the integration processes of the management should be made, and then to integrate and control the operation. There are two kinds of integration methods of the interface management. First method is static control method. The documents are used in the interface management in this method. Second method is dynamic control method. It uses different strategies, abandon the standard, communication and coordination to find the best collaborations in different people and things, time, point. Then interface integrated parts of the structure, building, roads, landscape and drainage of the flat, vertical, profile location and space are integrated into drawings. And interface integrated parts of strong and weak electric power, drainage, fire, airconditioning system of the flat, vertical, profile location and space are integrated into drawings .The interface of points, lines, equipment and space are presented in tables for engineer use these information. This conclusions and recommendations of the study included nine points: (1) The results of interface integration impact the interface integration costs. (2) Interface integrated manner and the authority conferred is the key point of interface management success. (3) The cost of interface problems is controlled by requirement, schedule, cost, building, human resources, communication and transportation. (4) the PDCA management processes affect the effectiveness of interface integration. (5) The project administrative steff is juined in interface management team can reduce the administrative processing. (6) To establish reward and punishment manner. (7) Establish the common goal of interface management and the manner in different stages of the life cycle. (8) To use the effective way to short the process of interface integration.(9) The concept of integrating PDCA management into interface management.
