政府整合型入口網站之發展與經營模式之研究

摘要

隨著電子化政府理念的實施與落實，逐漸增加政府與地方政府間網站服務，因此近年來也朝向建置政府入口網站以整合政府所有的網站線上資訊與服務。政府整合型入口網站消弭了政府與企業目的間的區隔，若成為另一種新型態網站經營模式，在角色上應逐漸從管制的角色調適為服務的角色。政府入口網站集合了眾多提供公共服務的網站，讓民眾或企業團體進行相關業務的辦理、資訊的查詢以及進行交易等行為，可以說全國或是全球需要使用到政府服務或是政府採購等使用者皆是政府入口網站會員與潛在會員，表示政府網站有一般商業網站的流量、豐富的資料庫甚至是可包含電子商務等性質，因此擁有一般商業入口網站的服務潛力。
網路產業雖然發展非常快速，但由於缺乏穩定的獲利方式與經營模式，造成網站經營業者紛紛倒閉，產生網路經濟泡沫化，此現象的發生並不是代表所有電子商業模式皆是失敗，反而經過此次震盪與考驗，生存下來的網站企業即是一個好的網站經營模式。網路產業的方向逐漸轉移至B2B與B2G的交易模式，而B2C的網站經營業者也在內容與服務上，紛紛採取收費機制以增加獲利，象徵著網路免費時代的結束。經濟學人定義建立電子化政府的三個階段，第一個階段為將政府資訊數位化並建置網站；第二個階段提供線上服務的交易，此階段包含政府電子採購，讓企業與政府的交易更有效率；最後在第三階段中，電子化政府涵括所有的公共服務，也就是把實體的服務完全地移轉至線上。相關學者與研究機構紛紛將研究重點放在第一與第二個階段的研究上，卻忽略了第三階段對於電子商業體系所帶來的影響。
本研究根據Accenture、McConnell與WMRC的電子化政府服務成熟度指標以及陳啟光、鄭傑升、許芳銘與陳志炫對政府網站資訊服務品質所研究出的評估構面，輔以商業入口網站的經營模式的特性，以此發展為本研究的五個量測構面，分別為資料保證、介面互動、電子商務、內容應用與網站接取，並採取內容分析法與比較研究法以達到研究目的。透過政府網站服務的測量因素以及商業入口網站經營模式分析，彙整以此應用於政府整合型入口網站的經營模式予以探討。
研究結論顯示國家收入類別對於政府整合型入口網站並未造成顯著影響，但入口網站類型的不同確實在網站發展上造成差異，因此在政府整合型入口網站的規劃與政策上，尚未推動政府整合型入口網站的國家，可以跳開已發展的前幾個階段，並學習已發展國家的經驗，而直接朝向接近成熟的階段發展；而已經屬於第二與第三階段的國家，則必須再往成熟的第四階段發展。另外，目前政府整合型入口網站的發展成熟度整體上落後於商業入口網站，未來在政府整合型入口網站的發展趨勢，可歸納為下列幾項，網站接取面向：多元管道網站接取、殘障弱勢支援接取以及因應新科技創新開發；介面互動面向：擴大搜尋引擎內容範圍、強化網站目錄功能以及簡易使用的操作介面；資料保證與電子商務面向：強化交易安全機制環境、建立多元便利付款方式以及電子市集與網路購物；內容應用面向：政府服務作業完全網路化、建立社群內容服務以及提供高附加價值服務。

The industry of the network although the evolution is very fast, result from run shorting the method of the profit of the stabilization and operating model, cause the website operator to close down in droves, generating the foam of the economy of the network turn, it is a good website that the occurrence of this phenomemon is not the undertaking of the website to represent all of all business model of the electronses are a failure, on the contrary pass by this oscillate and test, exist down operate the model.The direction of the industry of the network transfers to the model of the exchange of the B2B and B2G gradually, and the website of the B2C operates the operator also on the content and service, assume in droves the mechanism of the charges make a profit with the increment, symbolizing the network for free the end of the times.The definition of the scholar of the economy creates three stages of E-Gov, the first stage is to digitizes the information of the state and set ups to place the website;The second stage provides the exchange of the online service, this stage includes the procurement of the electron of the state, letting the exchange of the undertaking and state is more the effective rate;Finally in the third stage, E-Gov includes all public serves, also is to call aways the service of the entity completely to the online.The scholar of the correlation and think factory will study in droves the point puts the research in the first and the second stage, but neglected the third stage is for the commercial system of the electron the impact of the fetch.
This research according to the Accenture, McConnell and WMRC of E-Gov's services the beacon of the maturity and the optics of the scholars to the information service quality of the website, the characteristic that assist to operate the model with the website of the business portal, with this develop into this research of five the face of the items of measurements, the difference secures for the data、the interaction of the interface、E-Commerce、the application of the content and the connecting of the website takes, and assume the method of the content analysis and comparative study the method to reach the object of the research.Operate the analysis of the model through the factor of the measurement and the website of the business portal of the service, that is wholes to integrate in the state with this application the portal website of the type operates the model to give the study.
