家長會組織運作對學校效能影響之研究------以桃園縣立竹圍國民中學為樣本

A Study on the Effect the Structure and the Function of the Parent Association Produced on the School''s Efficiency------as the Example of Ju-wei Junior High School of Taoyuan County

摘要

本研究之主要目的，在於探討家長會組織運作對學校效能影響的理論基礎及其相關研究，瞭解桃園縣立竹圍國民中學家長會組織運作與學校效能之現況，探究竹圍國中與其家長會經營目前所面臨的困難。最後根據研究結論，提出建議作為改善學校效能與家長會功能的參考。
為達上述目的，本研究兼採文獻分析、問卷調查與訪談法：首先，透過文獻分析，建立本研究之架構並探討家長會組織運作的理論與實務、學校效能的特性與公共關係的發展等議題；其次，根據文獻分析之結果，編製「家長會組織運作對學校效能之影響調查問卷」，進行調查研究，藉以瞭解竹圍國中學校效能與家長會組織運作的現況；第三，根據文獻分析及問卷調查之結果，架構訪談大綱，進行訪談；最後，根據研究結論，提出具體建議。
本研究問卷之調查對象為竹圍國中全體教職員工62人及便利抽樣200位家長，共發出問卷262 份，實得有效問卷184份，問卷採用Excel統計軟體進行統計分析及百分比分析。訪談對象為教職員工六人、家長會成員三人、社區人士三人，共計十二人。
綜合調查研究之發現及訪談內容，獲得以下結論：
一、家長會參與學校校務的內容廣泛，涵蓋學校重要政策。
二、家長參與家長會之比例不高。
三、學校家長會組織運作已上軌道。
四、學校家長會經營方面所遭遇最大的困難是經費及人力不足。
五、教職員工對於家長會組織運作對學校效能有正面影響多抱持肯定的態 度。
六、學校與社區關係不夠熱絡。
七、學校效能與學校主管的領導方式有密切關聯。
根據研究結果發現，提出建議如下：
一、分發家長手冊給新生家長並廣為宣導學校及家長會工作內容，定期召開家長會組織運作研習會議。
二、修訂相關法令，提高家長參與校務的人數比例。
三、學校應改變決策歷程，讓家長參與學校校務決定。
四、學校行政措施應多加宣導，讓教職員工、學生及家長知悉，以避免誤會產生。
五、學校與社區之關係應再加強，以利爭取各項資源。
六、學校行政主管應培養優秀的領導統御能力，才能提升學校效能。
七、進一步研究之建議，可擴大研究內容、研究對象及研究方法，以收更深入研究之效。

The main purpose of this study was to explore the theory basis and related researches about the effect that the structure and the function of the parent association produced on the school’s efficiency, to know the current circumstances of the structure and the function of the parent association and the school’s efficiency, to discover the difficulties of Ju-wei Junior High School and its parent association. Finally, based on the discoveries from this study, the suggestions have been provided for reference to improve the school’s efficiency and the function of the parent association.
In order to achieve these purposes, this study was conducted through literature reviews, questionnaire surveys, and interviews. First, through literature reviews, the author got the theory and practice about the structure and the function of the parent association; second, according to the conclusion of literature reviews, the questionnaire sheet ----“The Effect that the Structure and the Function of the Parent Association Produced on the School’s Efficiency” ----was designed by the author. Third, according to the conclusion of literature reviews and questionnaire surveys, the author set up the interview structure. At last, on the basis of the conclusion, some suggests were made.
The subjects included 62 teaching staffs, all the employees, and 200 parents conveniently random sampled from Ju-wei Junior High School. The number of the questionnaire sheets delivered was 262. In the event, a total of 184 questionnaires were returned and completed availably. That represented a return rate of 70.23%. Data was analyzed through statistics methods of Excel and percentage. To complete the insufficiency of the questionnaire sheet data, the author also designed outlines of interviews to interview with the teaching staffs, representatives of the parent association and community habitants. The interviewees included six teaching staffs, three representatives of the parent association, and three community habitants.
The main conclusions were deducted as following:
1. The scale of school’s affairs the parent association participated in was enormous, the school’s important strategy was included.
2. The parent participating rate of school affairs was really low.
3. The parent association worked efficiently.
4. The major difficulties of parent association were to gather money and volunteers.
5. The teaching staffs’ attitude to the effect parent association produced on school’s affairs is positive and affirmative.
6. The school needs to increase its public relations.
7. What the school leaders did has close relation to the school’s efficiency.
Based on the study results, some suggestions were made：
1.It’s necessary to give parent manuals to all parents of newcomers and get them acquainted with the school’s affairs and the functional contents of parent association. The parent association should hold meetings regularly for its members to learn the structure and the function of parent association.
2.It’s necessary to revise related laws. That will increase the rate of parent involvement.
3.Ju-wei Junior High School should change the process of decision- making and allow parents to participate in the resolution of school affairs.
4.The school should declare its policy explicitly and acquaint the teaching staffs, students, and the parents with it. That way, mistakes could be avoided.
5.In order to obtain all kinds of resources successfully, the public relationship between Ju-wei Junior High School and its community ought to be increased.
6.In order to increase the school’s efficiency, the school’s administrative leaders should develop excellent leading ability.
7.To further study: in order to obtain a better conclusion, the scholars had better expand the contents, the number of samples and methods in this study.
