桃園縣每日產生垃圾約1,450公噸,其中桃園縣焚化爐每日處理1,200公噸之垃圾量,剩餘150公噸之垃圾必須送至其他焚化爐或掩埋場處理。由於桃園縣面積廣,各鄉鎮市之垃圾運送至焚化爐除桃園、中壢市外,其他都距離20公里以上。依據國外之經驗,適合設置垃圾轉運站,妥當處理垃圾,為一較佳之選擇方式。 目前除中壢市之家庭垃圾,直接將定點回收之垃圾送至桃園焚化廠處理,其他各地之鄉鎮市則因運距長,購置壓縮式之垃圾車輛少,實施定點收集,加上垃圾清運回收無妥善之配套措施,因此大都必須設置轉運站,經現場整理垃圾送至掩埋場。惟目前之轉運站設施未妥加規劃,且管理之能力仍為不足,有加以評估之需要,因此,本研究以桃園縣垃圾轉運政策及設置可行性為題,進行深入之檢討與分析,以尋求解決桃園縣之垃圾問題。 本研究除蒐集國內外之資料,針對桃園縣之垃圾處理現況加以檢討,如何妥善設置轉運站妥加研究檢討,以對轉運站之設置有一概括性之概念與作法,同時尋求設置時之基本需求及具體策略。除此以外,設置轉運站之作法,政府之措施與民眾息息相關,因此藉民意問卷調查,得知當地民眾之看法,作為設置之參考以符合民眾實際需要。 本研究重點偏向垃圾轉運站實務方面之探討,評估設置可行性兼顧民眾之需求、政府單位人員之行政配合度及技術可行性之過程等,力求其管理上之實務性、可行性皆能符合桃園縣之基本需求。本研究完成後期待能作為桃園縣與其他縣市興建轉運站之參考。
Taoyuan Hsien''s daily waste about 1450t, the incincerator can be deal with 1200t''s waste a day. Another 150t should transport to other incinerator or the waste- covering place. The cities of Taoyuan Hsien except " Taoyuan and Jungli city" others distance are above 20km because of Taoyuan''s vast area. According to foreign countries'' experience, setting up the waste''s transportation stop is better than other choice. At present, Jungli has stable waste collection spot, but other cities, they should depend on waste trucks to move a lot of rubbish to the waste-covering place. It should spend large people and time to do it. Because of this reason, we should establish the waste collection spot to solve Taoyuan''s waste problem. The study except gathering our country and other countries information, it still focused on how to handle the waste''s problem and discussed it. The idea and topic included government policy and citizenry, therefore, should do some surveys to know local''s opinions. The statement hopes to be basic information for our city''s arrangement date and all of researches depend on usefulness and profitability. Finally, the study wish can corporate with government when it is necessary.
