我國中央行政機關推動國際文化關係單位之角色及策略分析

摘要


在影響國際關係因素日趨多元,其中成員亦相連緊密、彼此牽動的全球化世界中,文化作為一種柔性權力,其對於國與國之間關係的影響力已逐漸提升。對於在外交領域中持續面臨來自對岸挑戰的台灣而言,透過經營國際文化關係來開拓外交空間,更是符合我國外交政策務實與多元的特質,且值得持續關注的嶄新議題。 因此為提出我國初步進行國際文化關係工作之建言,本研究以中華民國中央政府之行政機關為主體,對我國相關負責推動部會之角色及策略進行分析與探討。主要內容分為三章,第一章總論國際文化關係之定義及趨勢,詳述其出現於國際關係領域中的背景及目前為止的影響狀況。第二章主要是對我國目前負責推動國際文化關係相關工作之單位現況與其所面臨之問題進行探討。第三章則是與他國就中央政府組織運作模式進行比較,並提出我國中央行政機關在組織運作、角色定位及策略之分析與建議。 本研究肯定我國經營國際文化關係之重要與必要性,並給予我國中央行政機關在重組與強化目前的組織職能、清楚界定各部門角色及目標、導入非營利組織承攬政府部分職能等方面的建議。在策略上,則主張以健全政府體制與民間藝文生態,進而累積藝文資本為初期目標,逐步達成促進國際交流、積極參與國際社會、且能靈活運用文化來塑造我國意象的長程目標,俾能在推廣國際對我國認識與了解的同時,亦同時促進我國藝文力量的深耕。

In the global world with diverse resources of effects and closely related actors, as a kind of soft power, culture gradually shows its raising influence to international relations worldwide. To expand the space of diplomatic operation through international cultural relations is not only a brand new issue worthy of continuous attention, but also in accordance with the practical attitude and diverse ways of our nation’s diplomatic policy. Therefore, the content of the following chapters analyzes and discusses the role and strategy of the international cultural relations related to the departments that the central government of Taiwan has jurisdiction over. There are three chapters in this volume. The first chapter introduces the definition of and recent trends in international cultural relations, the background of international cultural relations’ appearance, and the effects so far. And what the second chapter discusses is the current condition and problems of these departments in charge of international cultural relations. The third chapter compares our central government’s operational structure with other countries, and makes some suggestions in the direction of operation, position, goals and strategies of these departments. This study affirms the importance and essentiality of international cultural relations, and proposes some practices such as re-constructing and strengthening current operational structure of these related departments, making their roles and goals clear, and introducing NPOs to receive part of governmental activities. In the strategic points of view, it claims that goals of the initial stage should be accumulating cultural capitals through strengthening the legal operation system of the government and promoting the activities of private sectors, as the long-term goals are encouraging international exchanges, actively participating the international system, and flexibly molding our national image. Through these practices and strategies, we thus could develop domestic cultural influence and international understanding at the same time.
