自中國大陸開放以來,越來越多的台灣企業到大陸投資,形成母公司在台灣、子公司在大陸與其他國家的跨國企業也越來越多,因此,對台灣的跨國企業而言,與大陸子公司間的關係遂成為當今最重要的議題之一。一般台灣企業到中國大陸成立子公司之初,大都派遣母公司各部門之台籍幹部主導制度的建立與管控,資訊部門亦不例外,在企業積極走向國際的同時,如何制定適當的國際資訊系統管理策略,使商業流程發揮最大的功效,是否仍沿用此慣例,十分值得探討。 本研究之主要目的在探討台灣跨國公司之國際資訊管理策略與其資訊系統績效之相關因素研究,欲衡量之構面包括國際資訊系統管理策略、國際資訊系統績效、高階主管支持與使用者態度,選擇五家個案公司為研究對象,以問卷調查方式,進行各公司使用者對資訊系統績效評分的資料收集,共回收73份問卷;且為能更深入了解各公司之國際資訊系統管理策略,及其他影響資訊系統績效之因素,並對此五家公司之資訊主管做深入訪談,以比較訪談及問卷資料之異同。 發現個案中採取總公司導向之國際資訊系統管理策略的公司,其資訊系統績效呈現較佳狀態,而且高階主管都支持資訊系統的導入,其使用者對資訊系統的介入態度亦佳;而採取資訊作業獨立之國際資訊系統管理策略的公司,其資訊系統績效比採取總公司導向之國際資訊系統管理策略的公司差,其中若高階主管支持度較高,且使用者對資訊系統的介入態度較佳之公司,其資訊系統績效又比高階主管支持程度較低,且使用者對資訊系統稍有排斥之公司好。但綜合說來其高階主管不是不甚支持,就是僅認知到資金的支持,親自參與的程度不夠,使用者態度亦較為不正確,故而並無法回答其資訊系統績效不佳,是受到高階主管支持與使用者態度的干擾,抑或是國際資訊管理策略選擇的連帶作用 對照問卷資料分析結果,顯示: (1)採取不同國際資訊系統管理策略與國際資訊系統績效有顯著關聯性。 (2)國際資訊系統管理策略與衡量國際資訊系統績效之四個使用者滿意度中之任務支援滿意度的關係,受到高階主管支持的干擾。
Since the open access of the People of Republic of China (P.R.C.), the number of Taiwanese companies investing business in China has increased. As a result, it creates a trend of establishing branch offices in China and other countries while remaining the main office in Taiwan. Therefore, the relationship between the main office and its branch offices becomes an important discussion for the Taiwanese international corporations. Many Taiwanese corporations usually assign their own Taiwanese managers of each department form the main office to be in charge of the establishment and management for the new branch offices in China during the beginning phase. The Information system Department is no exception. As the business actively turns international, it is worth it to explore and discuss the questions of whether or not to continue adapting the same pattern, or how to formulate adequate strategic management for international information system so that the development of its business can be most successful. The main purpose of this research focused on discovering the correlated factors for strategic management of international information system and its achievement. The research evaluated the strategic management of information system and its achievement level, the attitude of the users, and the support from the top managers. Five individual companies were the subjects of this research. By the use of questionnaires, the responses of each company’s evaluation on the efficiency of information system were collected. The total of seventy-three questionnaires were completed and returned the researchers. In addition, managers from the five companies were interviewed for the purpose of understanding each company’s strategic management and other factors that impacted the achievement level of information system. The responses from the questionnaires and the interview were also compared. The research revealed several important factors. The companies that adopted the strategic management of information system show a satisfactory level of achievement. In addition, The top managers from the companies showed great support for the leading of information system, and the users’ attitude toward the interference of information system seem positive. In contrast, the companies that adopted the use of independent information operation as the strategic management of information system had a less satisfactory level of achievement. Also, the support of top managers and the attitude of the users toward information system were also analyzed. The companies that received support from the top managers and positive attitude form the users had a higher achievement level of information system than the companies that received only little support for the top managers, and the users reject the interference of information system. In conclusion, many top managers either didn’t show enough support or only provided financial support. In addition, the participation rate is unsatisfactory. The attitude of the users were inaccurate. Therefore, participants were unable to respond to the questions of whether it was the support of top managers and the attitude of the users that caused the unsatisfactory rating for the achievement level in information system, or it was the chain reaction that was caused by the selection of strategic management of international information system. Analysis of the Questionnaires indicated: 1)There is a correlation between the different strategic management of international information system and the performance of international information system 2)The support of top managers interfere in the relation of the strategic management of international information systems and the task support satisfaction ,which is one of 4 measurements of the performance of international information systems.
