社區資源整合模式的分析-以南投市永興社區與草屯鎮富寮社區為例

論文摘要社區資源的開發與整合是創造社區營造與發展條件的重要途徑，是不容忽視的重要課題。儘管每個社區內外資源有別，但如何善用社區內部資源（人、文、地、產、景），並有效整合外部資源（政府部門、企業單位、學術界、非營利組織、其他社區），以發揮最大效益，是社區尋求發展的重要基礎。南投縣南投市的永興社區與草屯鎮的富寮社區在南投縣眾多社區中是運作良好、成熟，受矚目的明星社區，本研究乃試圖藉由社區資源整合途徑，探討永興與富寮社區的資源整合模式與經驗，剖析其成功之道與足以為其他社區借鏡的特色所在。本研究重要發現如下：一、運用社會資本來強化社區的資源整合：社區的資源整合必須達成共識取得社區民眾的信任，在互信、互惠、資源共享的氛圍下來推動。二、社區資源的整合必須要有一個有效的協力過程與具催化意義的領導模式。三、網絡資源的建立應從公部門、私部門、企業、社區發展協會、第三部門來建立，最重要的是規範，在互動中取得信任，達到共識。四、要有經濟當後盾：資源的串連要有經濟當後盾，社區除自籌財源外，也要配合政府政策適時寫計畫爭取補助及行銷社區。五、要以整體的利益為前提，正向的發展：要以正當的方式整合社區資源，以社區全體民眾福利為考量。六、社區治理人才的培育：建議推展社區意識，要給在地居民參與公共事務，由社區居民來關心自己的家園，使年輕人自然回流返鄉定居。讓社區居民儲備投入社區發展的能量，使得社區人力資源可以再開發，居民活力可以再活化。七、推動區域聯盟：結合社區造成資源串連、發展觀光產業製造社區資源，行銷社區帶動產業，使社區經濟活絡。

Abstract: Development and integration of community resources is an important way to create community-building and development conditions, is an important issue can not be ignored. Although each community inside and outside resources are different, but how best to use within the community resources (people, text, the production, King), and the effective integration of external resources (government departments, business units, academia, non-profit organization, and other communities) to maximize the benefits of a community seeking to develop an important foundation. Nantou City, Nantou County the Yongxing community Tsaotun town rich Laos community in many communities in Nantou County is the operation of the most mature, most eye-catching star community, this study is trying to integrate way through community resources, explore, Yongxing and Laos community resource integration model and experience, analyze the success enough to learn from other communities where the characteristics. The important finding of this study are as follows: 1、Use social capital to strengthen the integration of community resources: the integration ofresources in the community must reach a consensus to obtain the trust of the community of people down to promote an atmosphere of mutual trust, reciprocity, sharing of resources. 2、The integration of community resources must have a valid third-party process and the catalytic significance of leadership model. 3、The network resources to establish from the public sector, private sector, businesses, community development association, the third sector to build, the most important is to regulate the interaction trust, reach a consensus. 4、Have the economic backing: Resource series have when the economic backing of the community in addition to raised financial resources, but also with the government policy to write timely program for grants and marketing community. 5、To the overall interests of the premise of positive development: the integration of community resources in a proper manner to the entire population of the community welfare considerations. 6、Community governance to nurture talents: It is recommended to promote community awareness and participation in public affairs, to give local residents, community residents are concerned about their homes, so that young people naturally back to return home to settle. Community reserves into the energy of community development, community human resources development, residents of vitality can be activated. 7、Promoting regional alliances: the combination of community of resources linked together and develop its tourism industry Manufacturing community resources, the marketing community-driven industry, so that the community economy vibrant.
