本研究旨在探討非營利組織何運用志工人力資源以實現其組織使命所運用的策略,並利用策略性人力資源發展的新概念來檢視其志工之培育,並探討此概念於非營利組織應用之可能性。 本研究之理論基礎是以策略性人力資源發展的三項架構:人力資源發展活動的政策須與組織經營策略相配合;人力資源發展活動需依訓練與發展、組織發展、生涯發展三大面向進行規劃;並透過合宜的評估機制,確保每一部門與成員能夠依著組織目標協力發展,並選定耕莘青年山地學習工作團為研究個案,以文件分析法及訪談的方式蒐集相關資料。 透過資料蒐集與分析,本研究發現個案的組織經營策略與人力培育策略相當有高度的相似性明確,為策略性人力資源發展的架構在志工培育的實務應用方面提供了很好的基礎。其次,針對教育訓練的規劃,本研究也對個案組織與未來研究者提出相關建議,期能讓未來投入非營利組織志工訓練人員與策略性人力資源發展相關研究者,有更多參考依據。
This study discussed volunteer training in non-profit organizations and used the concept of strategic human resource development (SHRD) as the theoretical foundation to probe into the current situation of volunteer cultivation in practice. For the theoretical foundation, the three characteristics of strategic human resource development:1All the human resource development resource development activities should based on organization management strategy. 2 All human resource development plans should concern with Training and Development、Organizational Development、Career Development 3.Designing proper assessment system would ensure that everyone of the organization member would obey the organizational goal ; were used to guide the interview question design. As this study utilized the method of case study, the non-profit organization,cardinal tien cultural foundation’s mountain service learning organization , was chosen as case for the this study. Through documentary analysis and interview, this study found that the vision and strategies of the selected non-profit organization was clear, which provided a sound foundation for future application of strategic human resource development in their volunteer cultivation. Finally, this study identified several suggestions for mangers in non-profit organizations as well as researchers for future studies .
