我國風力發電能源產業的發展策略探討

由於氣候變遷，使得各國越來越重視環境保護與節能，進而促使了環保能源的技術發展，風力發電比起現有的核能發電與火力發電更為乾淨，也就成了許多國家積極發展的發電方式之一。本研究將採取個案研究，首先將說明目前風力發電的背景與技術、說明各國目前使用風力發電的現況與經驗，進一步說明目前台灣風力發電產業之現況與政策，並提出本研究之結論與建議。本研究認為台灣風能發電有本身特有的機會，但是比起其他先進國家，發展的腳步稍嫌緩慢，本研究建議政府應著重以下發展：人才培育、採用跨部會合作取得完善的產業評估、提供誘因政策支持產業發展、政府投入發展前瞻技術以及提升民眾環保意識以及能源知識。

Due to climate change, making countries pay more attention to environmental protection and evergy saving, especially promoting the development of green energy technology. Wind power is cleaner than nuclear power and thermal power, so it became the positive option of other countries. Our research is case study. First, we explain the current wind power industries’s background and technical, description how the countries using wind power and their experience. Second, we descript current Taiwan’s wind poer industry of the existing conditions and policies. Taiwan’s wind power industry has it unique opportunity, but it development slowly than other advanced countries. Our study recommends that government should focus on the following development: personnel training, inter-ministerial cooperation has made the industry assessment, provide incetives policies to support industry development, government development the forward-looking technology and to raise public awareness of environmental protection and evergy knowledge.
