大專校院軍訓制度變革對軍訓教官角色功能之影響
On the Rules and Functions of the Military Instructor after the change of military training system in the university
摘要
社會科學相當重視歷史的脈絡，從歷史回顧來檢視制度的發展現況，鑑於以往大部分探討軍訓制度的文獻，皆以軍訓教官的角色、功能及如何轉型為研究主題。為有別於其他研究，本文藉由新制度論(new institutionism)觀點，從歷史的縱深層面與政治的、經濟的、社會的結構宏觀層面著手，來探討與分析軍訓制度、組織及軍訓教官角色功能的變革，以及影響制度、組織與角色功能變革的決定性機制(mechanism)。這樣的研究主題與研究取向，目的有二：（一）能對我國大專校院的軍訓制度變革對軍訓教官角色功能及在軍訓工作所遭遇的衝擊及挫折演進過程上找到一個創新而合理的解釋模式。（二）希望能對整個制度及組織的未來提供研究建議，以期對整個軍訓制度變革有所貢獻。 基於上述研究目的，本研究將劃分為三個部份：（一）我國軍訓教育的沿革；（二）我國軍訓制度與軍訓組織變革；（三）軍訓制度變革及軍訓教官角色功能之研析，同時透過文獻分析、歷史回顧以及深度訪談等研究方法，於各個時期內進行資料分析工作。 應用新制度論路徑依賴觀點，透過歷史時序過程來證明本文所關切的軍訓制度變革演進的重大結果是如何依賴先前所發生的事件，加以證明當時政策形成是鑲嵌於制度結構之中的。說明軍訓制度制度變革對軍訓教官角色功能影響。

Social science considerable importance to the context of history, from a historical review to examine the institution's development status, as most of the past on the institution of military training literature, military training instructors begin the roles, functions and how to transform their roles as the research topic. For, unlike other studies, this paper through the new institutionalism perspective, from a historical dimension and depth political, economic and social structure of the macro level to start to explore and analysis of the institution of military training, organization and military training instructors Role of change and affect the system and the organization functional changes and the role of the decisive mechanism. Such studies and research orientation had two purposes : (1) To our university’s military training institution reform for the functional role of military training instructors in military training and work experience setbacks and the impact on the evolution and innovation to find a reasonable explanation mode. (2) In hopes of the entire system of the future and to provide recommendations with a view to change the entire institution of military training have contributed. For research purposes, the study will be divided into three parts : (1) Taiwan's military training and education history; (2) Taiwan's institution of military training and military training organizational changes; (3) Changes in the institution of military training and military training instructors inquest role analysis, through the analysis of literature, history and the depth interviews and other research methods, in each period for data analysis. Application of the new institutionalism on the path-dependence to view history through the process to prove that timing is concern to the military training institution evolution of the major changes is dependent on how previously, the events proved to be formed when the policy is embedded in the structure of the system.
