南投縣仁愛鄉清境地區觀光產業發展策略之研究：網絡治理分析途徑

摘要

觀光產業發展不僅是當前臺灣重要的產業發展新趨勢，也是振興地方經濟的重要策略之一。其中本研究所探討的南投縣仁愛鄉清境地區，就是一個顯著的個案。不過這類在地性的觀光產業發展如何永續可能？其發展策略為何？無疑是關鍵。值此，本研究將採取文獻分析、個案研究、參與觀察、深度訪談四種研究方法。一方面靜態分析清境地區的發展優劣勢；另一方面，採網絡治理分析途徑，動態性地探討清境地區的地方觀光產業發展策略。
根據研究發現，清境地區目前在推動觀光產業發展上，面臨著：環境資源管理與文化保存利用不佳、觀光基礎設施及交通運輸能量不足、觀光產業旅次不均、與組織互動不全面等六項課題。展望未來，如何在生態旅遊的定位上，將在地民間組織與政府部門做積極性的結合，據以定期的規劃活動及展演，並且適切媒合在地特色文化進行發展，同時改善當地觀光基礎設施，將是促使清境地區觀光產業永續發展的重要治理策略。

Tourism industry is not only a new trend of industry development in Taiwan, but also an important strategy to revitalize the local economic. The Chingjing of Ren-ai Township in Nantou County is a very famous tourism industry. However, how does the development strategy of local tourism industry can to make it sustainable development? This paper analyses the SWOT and takes the network governance to explore the problems and development strategies of Chingjing tourism industry in Nantou County. In order to get this study well done, four research methods were adapted, such as literatures review, case study, in-depth interviews, and participant observation.
In this experience study, we found six problems of Chingjing tourism industry: 1.the systems of environmental resource management are not powerfully. 2.the mechanisms of revitalize the cultural conservation are not well. 3. the critical infrastructures of tourism are not enough. 4. the capacities of transportation are not sufficient for public needs. 5. how to remain the full season tourism by actions. 6.the interactions are not well of inter-organization of Chingjing. In the future, we find that“the vision of eco-tourism”, “the collaboration partnership of inter-organizations”and “ to continue improvement the infrastructures of tourism”are three critical governance strategies to advance the Chingjing tourism industry.
