大學校院公關人員所需職能之研究

摘要


台灣的大學面臨「少子化」教育市場縮減衝擊,競爭日益激烈,如何使得學校增加競爭優勢,行銷辦學特色,已成為當務之急。於此,大學公共關係運作愈形重要,發展職能模式有助大學公關人才之選用育留。 本研究目的在分析大學公關人員所需的職能,並從中了解大學校院公關人員對各項職能之重要程度和使用頻率的看法。方法方面採用文獻分析以及德懷術,先探討大學公關人員職能文獻,草擬所需職能類目,再發展德懷術調查問卷,經桃園縣內大學校院 11位專家三回合德懷術問卷的調查,歸納出大學公關人員所需職能類目之重要程度及使用頻率。結論如下:(1)大學公關人員於知識構面需具備:「熟悉大學校院競爭現況」、「了解大學校院彼此優劣與差異」、「清楚貴校教育理念與學校文化」、「嫻熟各級行政運作機制」、「具備學校形象塑造能力」、「瞭解高教技職政策」、「具備撰稿與編輯能力」、「發布新聞與籌辦記者會」、「建立良好媒體關係」、「創造新聞議題」、「企劃活動與執行」、「瞭解媒體實務運作機制」等職能類目,其中以「清楚貴校教育理念與學校文化」、「嫻熟各級行政運作機制」、「企劃活動與執行」、「瞭解媒體實務運作機制」最重要,使用頻率最高。(2)大學公關人員於技能構面需具備執行「善於協調溝通」、「口語(包含外語、方言)表達清晰」、「事件分析掌握能力」、「電腦資訊使用」、「快速學習能力」、「協助緊急事件危機處理」、「建立專業開明形象」、「維持與各界良好關係」、「引導媒體避免負面報導」、「說服學校接受專業建議」、「有效資源整合」、「聯繫校友爭取支持」等職能類目,其中以「善於協調溝通」最重要且使用頻率最高;「有效資源整合」最重要,「建立專業開明形象」、「維持與各界良好關係」使用頻率最高。(3)大學公關人員於人格特質構面需具備高成就動機、自信樂觀、敏銳觀察、高EQ抗壓性、主動靈活、親和有理、團隊意識、倫理道德等人格特質。

Facing the shrunk education market as a result of low birth rate, the universities in Taiwan are in severe competition. Under this circumstance, how to increase the competitive advantage and market school characteristic has become an urgent matter. The public relations (PR) operation is getting more and more important. The competency model can provide effective help with the selection , employment, traimging and retention of PR specialists in universities. This study aimed to explore the competencies of University Public Relations Specialist. The implications of the study can make us to be more aware of the importance and frequence of PR competency . This study used the methods of literature analysis and Delphi technique. By analyzing related literature and developing the Delphi technique questionnaire to 11 university PR specialists in Taoyuan county, this study drew the following conclusion:(1)University PR specialists must have the following competencis in the domain of the knowledge:university competitions, SWOT analysis of universities, education ideas and school culture, university administrative operations, technological and vocational education policies, media operation, along with the ability of establishing positive school image, establishing positive media relations, creating news subjects, issuing news and organizing press conferences, planning and implementing business projects. Among the above competencis , education ideas and school culture, university administrative operations, media operation and ability of planning and implementing business projects are the most important and frequently-used ones. (2)University PR specialists must have the following competencis in the domain of skills:efficient communications and coordination, local and foreign languages, event analysis, computer software, fast learning, risk management, establishing professional images, maintaining good public relations, avoiding negative news report, persuading the university to accept professional advice, efficient resources management,seeking alumni support. Among the above competencis , efficient communications and coordination is both the most important as well as frequently-used used one,and efficient resources management is the most important one .establishing professional images, maintaining good public relations”has the highest usage frequency. (3)University PR specialists must have the following competencis in the domain of traits: high incentives to achievement, being self confident and optimistic, keen observation, high EQ, being active and flexible, being polite and friendly, team consciousness and morality.
