國民中學校長評鑑應用於校長遴選之探究

國內有許多關於校長遴選與校長評鑑的研究，然而少有研究聚焦於校長遴選與校長評鑑的連結。本研究旨在探討國中校長遴選與校長評鑑的關係，希望能對此二制度的連結提出相關建議。研究採個案研究取徑，半結構式訪談法蒐集資料，選擇兩個縣市為研究場域，以熟悉國中校長遴選及校長評鑑制度的教育局處人員、專家學者及國中校長為研究對象，共計16位受訪者。本研究的研究結果分為校長遴選的考量因素、校長評鑑的定位與應用、校長評鑑結果應用於校長遴選決定的現況與限制三部分。一、校長遴選的考量因素：（一）校長遴選委員會的組成比例、浮動委員的設立影響校長遴選委員的考量因素。（二）校長遴選的考量因素包含校長能力與條件、校長和出缺學校家長及教師的意見、校長和出缺學校的適配、校長和遴選委員的關係。二、校長評鑑的定位與應用：（一）校長評鑑可應用在人事、改進、肯定三面向。（二）校長評鑑的改進功能較為缺乏。三、校長評鑑結果應用於校長遴選決定的現況與限制：（一）校長評鑑在校長遴選的應用是權變的，強調個案考量；（二）校長評鑑和校長遴選的連結性不高，對教育有負面影響；（三）校長遴選應參考校長評鑑資料，但仍需綜合考量其他因素；（四）校長遴選、校長評鑑、連結系統有各自的限制，整合應用較困難。

This research aims to explore the relationship between principal evaluation and principal selection in junior high school. Researcher chose two cities as the cases in this study, and data were collected by semi-structured interview. Main participants included educational authorities, professors and principals who know about principal evaluation and principal selection very well. The findings of this research are summarized as follows: 1. The considerations for principal selection: (1) The considerations of principal selection are influenced by the composition of principal selection committee. (2) Committee of principal selection will considerate four factors when making decisions about principal selection, principal’s capabilities, opinions of principal and school members, the match between principal and school and the relationship between principal and selection committee. 2. The utilization of principal evaluation: (1) Principal evaluation can be applied to personnel decision, principal improvement and principal recognition. (2) Using principal evaluation for improvement is weak. 3. The conditions and limitations for applying principal evaluation to principal selection: (1) The application of principal evaluation on principal selection is case by case. (2) There is low correlation between principal selection and principal evaluation. This situation leads to some problems. (3) Principal selection should consider principal evaluation information, but other factors also need to be considered comprehensively. (4) The limitations of principal selection system, principal evaluation system and connection system makes it hard to apply principal evaluation on principal selection.
