文化外交軟實力-國合會華語教師派遣案在尼加拉瓜的執行情況與未來

摘要

國際合作發展基金會的華語教學計畫從 2014 年起開始，已經在台灣的邦交國和其他外交友好國家執行近八年餘，由於計畫的地域性和目的性特殊，且派遣的人數不多，因此少有相關的研究資料。本篇報告說明了 2014年至 2020 年於邦交國尼加拉瓜執行計畫時所遇到的問題和解決辦法，並總合國合會和尼加拉瓜的特性，為計畫的未來提出建議，讓國合會和其他有意到拉丁美洲發展的華語老師們有所借鏡。

影響華語計畫執行和發展總共有四個要素，第一，國合會與當地駐館的管理方式提高了華語教師在課程外的文化宣傳比重。第二，尼加拉瓜的政府對媒體和外來文化的掌控甚嚴，但同時因為政績需求而希望華語教學能提供亮點。第三，當地因為英語客服產業發達，帶動了一股以工作為導向的密集外語學習風潮。然而，中文和西文屬於不同語系，無法同學習英語的方法而論之。第四，執行者作為專業華語老師對於教學上的堅持。因此，如何達到國合會和駐館的需求，滿足尼加拉瓜政府的期望和在以實用為導向的第二外語學習氛圍中設計出一個可以兼顧品質與質量的計畫模型，然後執行推廣，是國合會華語老師的挑戰。

本篇實務報告寫出了計畫執行者如何與當地合作單位溝通協調、設計教學計畫、實際教學時所遇到的困難與解決方法和如何以校園台灣文化推廣活動到和華語教學節目「你家中文」發揮文化軟實力宣傳台灣。在業務拓展方面，建議結合台灣的實習生計畫，給更多年輕學子機會。而文化推廣時，則需反省並重新定義「台灣形象」，讓當地人了解中華文化的多樣性和台灣特殊的樣貌。另外在管理部分，建議可以用「華語專案經理人」的方式，讓經理以「品牌」的方式管理資源、帶領實習生擴大華教的效益。

Since 2014, Taiwan ICDF had been executing Chinese mandarin education project in countries with diplomatic relations and some other friendly countries without former diplomatic ties. As the fact that this project's goal set differ from the mainstream, there exists less information about this project. This thesis introduces difficulties and resolutions that this project encountered from 2014 to 2020 in Nicaragua. It also rounds off Nicaragua's situation and Taiwan ICDF's characteristics then provides some advice for this project’s future development and to path-breakers who want to come to explore Latin America Chinese education field also to Taiwan ICDF.

Some factors that trace out the project's appearance: First of all, Taiwan ICDF's purpose and management make this project contain a high percentage of cultural promotion. Second, Nicaragua's power holder always seek international cooperation’s achievement such as Chinese education project to promote themselves in media press. Third, the growth of BPO, known as the English call center industry influence Nicaraguan’s motivation and way to learn English. Since Chinese is a language, their attitude in English learning affects this project's orientation. How the project executer finds a balance between teaching quality and cultural promotion is the key point of this project.

This thesis also shows that how the project manager followed the political tendency, collaborating with the media in order to strengthen the impression of "Taiwan" in Nicaraguan's mind.
