陸軍航空部隊為陸軍主戰兵種,換句話說陸航戰力的有效發揮,直接維繫著陸軍作戰之成敗,更因戰機與飛行員皆是國家不易在短時間內獲得或培訓的珍貴資產,故任何一次飛安事件發生,對國家、社會、家庭以及個人都造成嚴重傷害,折損國軍戰力至鉅。 本研究主要目的,是以結合風險管理之概念,檢討陸軍航空部隊目前實施各飛行前風險管控流程及實際執行風險排除方法可能的疏漏,然「事前防範重於事後處理」的觀念固然重要,但對於「飛行中」可能產生之風險因子,仍甚少發掘。 本文透過飛行前風險識別因子的統計及事故發生後可能肇因的探討,發展出飛行中可能產生的潛存風險,提供飛行員事前討論及臨機狀況發生時之應變作為,期在有限資源,透過飛行員於飛行中發掘各種可能存在風險,並運用不斷發掘、控制、排除,以達「零失事率」之目標。
In Army, the aviation unit is an important asset, due to the pilots training and helicopters procurement need long period of time, and is complicate, costly. Therefore Army aviation can not afford any air accident, do not mention about the country, the flight safeties to the army aviation are important accordingly.. The objective of the research is the exploration of the Army employ the risk management concept in the aviation unit. The army aviation apply risk management in pre-flight to control risk elements, controlled risk in minimum rate, however Army ignored the in-flight risk control. Due to the resources are limited, pilot must develop the skills to identify the existed risk and keep away from potential risks toward the object of 0 accident rate. From the statistic of risk elements identification and the analysis of accidents causes to locate the potential in-flight risks, it provides pilots ideas of the adaptation options.
