發展休閒漁業之可行性—以桃園縣永安漁港為例

近年來漁業整體環境多變遷，傳統漁業之發展與成長受限，導致被迫面臨漁業的縮減與轉型，然而有效的改善漁村經濟帶動漁村繁榮，提升永續吸引休閒旅遊人潮，增加海憩活動及觀光漁業日漸蓬勃，漁港環境整潔，景觀是否具備特色，都是吸引民眾前來休閒的重要條件。本研究選定位於桃園縣新屋鄉永安村永安漁港之相關背景為規劃研究範圍，針對該地遊客為主要研究對象，目的在於探討休閒漁業規劃發展的過程中，有關區域內民眾對於休閒漁業認知上所面臨的相關議題，研究結果顯示，桃園縣中壢區漁會積極爭取桃園縣政府發展觀光休閒漁業，將港區北岸開發為多功能且具有特色之展覽館，可解決因東北季風過大形成冬季遊客過少之問題，至於港區南岸大多為沙灘，則應積極開發水上活動，並配置救生員與安全設備、沖洗設備，可以發展夏季活動，此外可結合當地文化，發展客家特色之休閒遊憩港。
