勤區查察轉型對社區警政效能之研究-以臺北市政府警察局為例

摘要

勤區查察之轉型，是當今警察機關與社會大眾所共同關切的課題，轉型最重要的應該是對戶口查察觀念的重新調整，戶口查察轉型不是為了尋求新奇的發明，而是能否提出為民眾與全體員警所接受，並對社會治安做出貢獻與創造價值的勤務作為。
本研究將以政策執行與評估的觀點，探討我國警察機關執行家戶訪查作為，希望能落實瞭解以下問題：一、員警面對勤區查察轉型能否瞭解其真正目的與功能為何？二、社區警政強調警民合作，轉型後要如何與社區結合，才能增進與民眾的互信基礎，警民關係互動良好，讓家戶訪查成為具有實質社區警政的內涵？三、員警經常於街頭走動，與民眾接觸可以識人、辨人，瞭解轄區動態，掌握犯罪根源，進而防制犯罪，因此本研究目的：（一）家戶訪查對於不同的地區特性應如何因地制宜給予不同的執行方式，以預防犯罪。（二）轉型後應發揮穩定社會秩序的力量，增進警民合作，達到「面式控制」的效果，以預防犯罪。（三）轉型後之家戶訪查，未來勤務執行應朝向勤區專責化？讓員警如同治安風水師ㄧ般有更多時間、能力深耕基層，強化建立一套「以犯罪預防為目的，提升社區能量為基礎」之社區化警政的運作機制，即「社區治安規劃」。
壹、研究發現：本研究採用德菲問卷係針對警政、民意代表等專家學者進行問卷，其中有關勤區查察轉型對社區警政效能之影響，問卷方式分為「政策層面」、「執行層面」、「未來導向層面」三方向探討，所得之結論分述如下。一、政策層面：（一）警勤區家戶訪查應朝日本派出所的「巡迴聯絡制」。（二）應儘速建立新的警勤區制度－專責化警勤區（社區警察）。（三）積極訓練及培養警勤區執行者之觀念認知及執行能力。（四）達成警察為民服務、執法和秩序維持的功能。二、執行層面：（一）落實家戶訪查，推動警政社區化。（二）家戶訪查勤務，應制定為民服務、社區治安調查等重點項目，讓員警執行家戶訪查勤務時能有所遵循。（三）交付功課，訂定題目讓警勤區員警有所遵循執行。三、未來導向層面：（一）專責化警勤區推動應有配套措施。（二）建立夥伴關係之社區警政。（三）派出所之組織變革、提昇效能。
貳、研究建議：一、政策層面：（一）推動巡迴聯絡制度。（二）推動專責化警勤區。二、執行層面：（一）重視勤區經營效能，積極推動社區警政。（二）訂定「勤區經營規範」，讓警勤區員警有所遵循。三、未來導向層面：（一）組織變革提升效能。（二）推動警察中心至社區中心的「社區警政」。

Transition of household check is the subject concerned by police organization and public. The most important aspect of transition is to re-adjust concept of policing household check. Transition of household check would propose the police operation which can contribute and create value for social order, not for seeking new inventions.

The study uses the viewpoint of policy implement and estimate to find out the operation of household check by police organizations in the Repubic of Chuna(Taiwan). It likely to understand questions as follows：1.Can police officers figure out the real purpose and function of transition of household check？2.Community policng emphasize the cooperation between police and citizen.How to combine with community after transition? To enhance the basis of mutual trust with ciizen,3.Police officers can distinguish people, understand the jurisdiction and crime resource in order to prevent crime through walking in the street.

Three major aims of this research include:1.Household check provide different operation methods to different areas in order to prevent crime.2.It should develop power of stabling social order,promote the cooperation between police and citizen,to carry out the effectiveness of surface control in order to prevent crime.3.Should police operation enforcement go forward to beat professionalism? Making police officers to have more time to get involved with community,which called community security plan.

The study main findings are: the study uses Tefen questionnaire, participants include police officers and congressmen ,about how does Household check influence community policing? The methods divided into policy aspect,enforcement aspect and future-oriented aspect. The conclusions are as follows: 1. policy aspect: (1)Household check should go forward to circuit communication system of Japan police substation. (2)It should establish new beat system-professionalism beat(community policing) as soon as possible.(3)Police officers concept and capacity of enforcement should be build and trained positively.(4)Police officers service,enforcement and order maintenance should be carry out. 2. enforcement aspect: (1)To implement Household check, develop the community policing.(3)Making police officers to follow by giving homework and seting up subject.3. future-oriented aspect: (1)To develop professionalism beat with forming a complete set.(2)To establish community policing with partnership.(3)Organization change and promoting effectiveness of police substation.

There are three suggestions of study as following:1. policy aspect:(1) to develop circuit communication system(2) To develop professionalism beat.2. enforcement aspect:(1)emphasize the beat management effectiveness, develop community policing positively(2) establish the beat management to let police officers following.3. future-oriented aspect(1)organization change to promote effectiveness(2)develop police center to community center of community policing.
