現役軍人施用第二級毒品安非他命成因分析

摘要

本研究是針對毒品犯罪中之施用第二級毒品安非他命加以探討，藉由對於在軍事看孚所附設勒戒處所之受觀察勒戒者實施深度訪談，瞭解渠等為何施用第二級毒品安非他命之成因，並加以分析，期能完成以下研究目的：
一、探討現役軍人如何取得第二級毒品安非他命。
二、分析現役軍人施用第二毒品安非他命之原因。
三、透過前揭研究結果，希冀提供國軍防制類案相關政策研擬之參考。
研究方法將採質化研究方法中的紮根理論研究法，而訪談方式將採以半結構式訪談，至軍事看孚所附設勒戒處所對於受觀察、勒戒人員實施訪問，再將受訪者之逐字稿進行編碼與分析，研究期間之受訪對象有士兵、士官，惟無軍官及女性因施用第二級毒品安非他命而受觀察勒戒，故受訪對象無軍官及女性，並以立意抽樣方式實施，直到訪談內容已經出現重複性之資訊，亦達到資料達到飽和之狀態時，即停止繼續訪問，結果共訪談9員符合研究條件之受訪樣本，如以階級區分，計有士兵6員、士官3員，渠等均為男性。
研究發現現役軍人施用第二級毒品安非他命之成因有內在影響因子、外在影響因子及制度影響因子，如要降低施用毒品案件之發生，結論如下：
一、家庭功能要發揮。
二、學校教育要落實。
三、嚴格落實层液篩檢制度。
四、持續落實軍中軍法教育。
五、積極關懷所屬，杒絕行為偏差情事發生。
六、加重施用毒品之刑罰。

This research is to study “how, when and why” the second level of drug “Amphetamine” is used by army soldiers recently, and in order to learn this subject in depth by interviewing those drug users who are locked up at detention center, and then analyze the factors to achieve and accomplish the goals listed below.
1. To observe how the army soldiers can access to the second level drug “Amphetamine”
2. To analyze why the army soldiers want to use the second level drug “Amphetamine”
3. To provide the relative statistic research as reference for Military units to legislate against the drug problems
By using the grounded theory methodology which is one of methods from qualitative researches to analyze this research, and to interview the drug users at rehabilitation center which is under detention center by using the semistructured interview method, then summarize all the information by coding and analysis. The main objects for this research are soldiers and none of officers and females is under detention because of using second level drug “Amphetamine”, therefore the observation data is without these two groups, moreover the objects are selected by purposeful sampling, and the interview is ended once the data reach saturation which means the interview should stop once the repeated information occurs during the process. In this research, there are nine male samples meet the specifications of object.
This research shows the factors of internal influence、external influence and systematic influence to analyze the abuse of second level drug “Amphetamine” in army soldiers.The conclusion to lower the drug abuse cases in the future, there are some improvements need to be achieved as listed below.

V. Actively care for subordinates to prevent deviant behavior
VI. To increase the penalty of using the drug
