國軍生產工廠核心能力之探討

摘要


「國軍第一、二階段精進案」之實施,政府開放赴大陸投資、觀光、金馬小三通、學術界之往來及國民黨、親民黨兩大在野黨主席大陸親善訪問之旅,均對台海兩岸往來投下新的互動與友好關係,甚至有部分企業界人士大力倡導兩案三通;95 年4 月中旬國民黨榮譽主席連戰先生率國內50 餘位大企業家再次訪問大陸及連胡第二次經貿會談,因兩案關係改變繼而影響國防戰略型態之轉變,國軍生產工廠營運產生重大變化,面臨現階段之營運挑戰,其不僅在既有之基礎步步為營,積極研發創新提昇品質,並以從配合整體國防科技工業核心技術發展方向為前提,進一步探索本身具有且須發展之核心能力,以作為未來國軍新武器裝備發展之基礎,方可爭取更大之利基,真正掌握「達成獨立自主之國防建設」;對面臨營運挑戰之軍事生產工廠,急需發展建構適合該工廠核心能力辨識與營運策略選取之方法,以提供高階決策參考運用。面臨日益激烈的市場競爭環境與全球化趨勢,企業應如何確保核心能力,選取優質之營運策略,以保持長期競爭優勢,已為當務之急。軍備局生產工廠係隸屬於「國軍生產及服務作業基金」下之非營利機關,規模、組織架構與環境不同於一般民間公司企業,本研究綜合文獻探討中學者的主要方法流程觀點,結合軍事生產工廠組織特性,建構核心能力辨識與營運策略選取的準則為主要參考,以層級分析法(AHP)及焦點群體法(Focus group)推導出一套適用於國防軍事生產工廠之作業流程。

The government opens investment to China, sightseeing, academic interaction, Kinmen Matsu commercial and the interviews of the KMT & PFP with China. Those of things exhibited good relationship and interaction between Taiwan cross-Strait. Even now some parts of enterprisers promote China and Taiwan commercial and navigation greatly. The middle of April in 2006, the ex-chairman of KMT, Mr. Lian led over 50 enterprisers to visit China again and hold the second Hu-Lian conference of economy- trade. It results the change of strategy of national defense through these relations. The military factories have weighty changed to face the challenge of current stage. It not only keeps the basis but also upgrade quality by creating activity, and it harmony with defense industry science and technology to be the head, and further explore our ability and develop it to be the basis of new weapons in the future, so that we can strive the most benefits, to be a real “defense industry of independence of sovereignty”. For the factory of facing operational challenge, it should urgently develop the skills of identification and strategies operation for suitable factories, to provide some policy decisions to high ranks. Facing the competition of marking and the trend of environment and globalization, how to ensure the core ability for enterprisers to choose the best operational strategies for the competitive advantageous of long term? It has been the most important. Armament bureau belongs the institution of unprofitable-making which under Army Production Center Operation System Fund. The scope, organization and environment are different from non-governmental enterpriser. The main points of view for the reference on this study link up the property of military productive factories, as the main resources of developing the skills of identification and strategies operation, to make an operational procedure for military production factories by AHP& Focus group.
