本研究主要探討不同組織營運巷弄長照站之決策歷程,探討議題包括決策考量經驗、管理者其決策主要關鍵考量因素、面臨衝擊與解決策略。研究方法採質性研究,以營運巷弄長照站之組織決策者之立意取樣為對象,進行半結構式訪談。研究發現不同組織決策歷程考量經驗有場地租借、經費使用、人力安排與服務時段規劃,考量因素有深化組織使命擴大影響力、連結資源服務整合、準市場運作之階段性任務及解決社會環境問題。所面臨衝擊有專業人力整合困難、個案來源失衡、服務內容認知差異、周轉金運用吃力及社政單位行政人員流動率高。建議建立輔導訪視團隊對承辦組織進行培力、提供失能者或失智症者收托比例分配、充分使用閒置公有場地,提供奬勵辦法、決策歷程訂定參考指標以支持營運的策略、決策歷程參考可行性相關研究。
This study is mainly discussing the decision-making process of long-term care lane station from different organizations. The topics include decision-making experience, the main key considerations of managers' decision-making, facing shocks and solutions. The research method is exploratory research, taking the organizational decision-makers of the operating long-term care lane as the object of purposive sampling, and conducting semi-structured interviews. The study found that the consideration experiences of different organizational decision-making processes include venue leasing, fund use, manpower arrangement and service period planning. The consideration factors include the phased tasks of deepening organizational mission, expanding influence, connecting resources and service integration, quasi market operation and solving social environmental problems. Difficulty in integrating professional manpower, imbalance of case source, cognitive differences in service content, laboriously using of working capital and the high turnover rate of administrative personnel in social and political units are the impacts encountered during the decision-making process. It is suggested to establish a counseling and visiting team to train the undertaking organization, provide the distribution of the collection proportion of disabled or mentally retarded people, make full use of idle public space, provide reward methods, set reference indicators for decision-making process, and refer to the feasibility study of operation strategy and decision-making process.
