地方無形文化資產永續經營的發展模式～以『屏東海豐迓男孫燈』為例

本研究以調查實證與文獻蒐集為佐證，並使用內容分析法與觀察法為研究工具，旨在研究探討出一套海豐地區無形文化資產永續經營的發展模式。屏東縣是全國第一個成立保護文化資產的專責機關單位，肯定屏東一定存在很多文化資產。海豐有一好的無形文化已有二百多年，為什麼沒有人發掘它評估它呢？為什麼沒人共識它整合它呢？如何使在地居民與地方政府共同來保存維護它，更能永續的經營它。研究架構分：一.評估發掘。二.共識整合。三.通過認證。四.永續經營共四個階段。使用內容分析法與觀察法分八個步驟來分析，希望無形文化經整個研究探討最後能得到好的成果與結論。成果發現：學會盤點海豐擁有的無形文化資產，透過地方文化的發掘獲得「迓男孫燈」擁有獨特價值，亦學會尋找專家學者的資源達成共識整合。更努力研究了「文化資產保存法」條例，促使文化部審議委員會裁決將【海豐上元夜慶讚元宵節遶境活動】能通過認證並正名為【屏東海豐迓男孫燈】縣定無形文化資產。希望文化部能夠將【屏東海豐迓男孫燈】認證後的無形文化資產放眼天下走向世界觀，達到永續文化經營推廣經濟的目標。結論建議：打通交通網方可創造經濟脈絡，開闢「屏東市海豐外環道」解決「屏東海豐迓男孫燈」活動交通阻塞問題，方可永續文化推廣經濟並影響周邊各個產業領域，逐漸提升生產力與競爭力的經濟價值。未來儘速蓋一座全國尚未有的三山國王廟文物博物館，這是一份具社會貢獻價值的重要任務。最後四階段八步驟的內容分析更可以供各地區無形文化資產永續經營的發展模式做參考。

This research uses the survey of empirical evidence and literature collection as supporting evidence, and uses content analysis and observation methods as research tools to study and explore a set of development models for the sustainable management of intangible cultural assets in Haifeng area. The research structure is divided into four stages and eight steps from the content analysis: 1. Evaluation and discovery stage, 2. Consensus integration stage, 3. Passing the certification stage and 4. Sustainable operation stage. Results found: Inventory the intangible cultural assets owned by Haifeng, obtain the unique value of "Yà nán xún dēng" through the integration of local culture. Also learn to find the resources of experts and scholars to reach consensus integration. Dedicated to the study of the "Law of Cultural Assets Preservation ", let the deliberation committee of the Ministry of Culture decide ” the detour activities of the celebration of the Lantern Festival in Haifeng area” to pass the certification. And "Pingtung Haifeng Yà nán xún dēng" was also renamed as the county's intangible cultural asset. Continue to move in the direction of sustainable operation. Conclusion suggestion: Only by opening up the transportation can create the economic network in Haifeng area. To build the "Haifeng Outer Ring Road" to solve the traffic congestion problem when the "Pingtung Haifeng Yà nán xún dēng" is taken place. Only in this way we can promote a sustainable cultural economy and influence the surrounding industrial fields, gradually enhance the economic value of productivity and competitiveness. It is hoped that the Ministry of Culture will look at the intangible cultural assets of the "Pingtung Haifeng Yà nán xún dēng ", move towards the world view, and achieve the goal of sustainable cultural operation and economic promotion. It is an important task of social contribution value to build a national “the Cultural Relics Museum of Sanshan Kings Temple” as soon as possible in the future. Eventually, the content analysis of the last eight steps can also serve as a reference for the development model of sustainable management of intangible cultural assets in various regions.
