以平衡計分卡探討基層農會創新策略之研究-以東港鎮農會為例

摘要


台灣農會創立至今,已超過100年的歷史,以保障農民權益、改善農民生活、發展農村經濟為其宗旨,富含經濟性、教育性、社會性等功能,如今被譽為我國組織體系最完整、會員人數最多、及最深入地方基層的人民團體。由於受產業結構變化與貿易自由開放等影響,對台灣農業衝擊與日俱增,自負盈虧的農會於農村地位逐漸模糊。面對大環境的變遷與衝擊,基層農會如欲提升強化競爭力面對未知的將來,積極地找尋優勢、機會,研擬創新策略成為新目標是必然的。 本研究以「東港鎮農會」為例,以平衡計分卡之構面設計問卷與實地訪談之結果,最後形成東港鎮農會未來可行之創新策略和策略地圖。以SO-Scorecard創新策略形成架構,探討個案農會在財務、顧客、內部流程及成長與學習等四大構面中有何優勢與機會,結合各構面因素,導引出未來創新策略的目標計畫;針對個案農會員工之調查問卷,運用I.P.A.分析法來分析數據,形成個案農會策略地圖,並提出具體意見。 本研究結論如下所示:(一) 個案農會創新策略可以米系列產品做為衍伸。(二) 策略地圖以學習與成長構面之內涵與控制用人費用為首要執行面向。(三) 以策略地圖落實東港鎮農會創新策略。並針對個案農會提出以下四點建議:(一)良好的領導軸心。(二)東農米品牌提升及體驗行銷計畫。(三)注重顧客價值創造。(四)人力資源培養計畫。

The farmer organizations in Taiwan are mainly four types: farmers ’associations, fishermen ’s associations, agricultural cooperatives, and farmland water associations, all of which are closely related to agricultural development.Among them, the farmers ’association is the most influential.Taiwan Farmers ’Association has created a history of more than 100 years. To protect farmers 'rights and interests, improve farmers' lives, and develop rural economy as their tasks.Including economic, educational, social and other functions.It is a people's organization with the most complete organizational system , the most members, and the deepest local grassroots organizations.Due to changes in industrial structure and free trade and opening.Has a great impact on Taiwan ’s agriculture.Positioning is gradually blurred.Facing the changes and impact of the big environment.How does the farmers ’association improve competitiveness.Find advantages and opportunities.It is inevitable to develop innovative strategies to become new goals. This study takes "Donggang Township Farmers' Association" as an example.Based on the results of questionnaires and interviews.Form an innovative strategy and strategy map of Donggang Township Farmers' Association.Form a framework with SO-Scorecard innovation strategy.Explore individual farmers ’associations in the four major aspects of finance, customers, internal processes, and growth and learning.Combining various factors.Lead to future innovation strategies.Take the questionnaire of the farmers association. Use I.P.A. analysis method to analyze data.Form a strategy map.As a reference and suggestion for the formulation and implementation of future innovation strategies
