台灣精密機械產業中、高階主管因應營運環境驟變之探索性研究

摘要

自2018年展開的美、中對峙，到2019年底的新冠肺炎疫情（Covid-19）大流行，以及新科技不斷的演進。這一連串的衝擊，帶給台灣精密機械產業很大的影響。本研究主要目的是，探討台灣精密機械產業中、高階管理者，在面對營運環境驟變（即美中兩強對峙、新冠肺炎疫情與科技快速演進）的衝擊下，如何處理與因應這些困難與挑戰？並探索精密機械產業未來的發展趨勢與人才管理變革。本質性研究以半結構式訪談方式，招募並訪談了12位現任職或曾任職於台灣精密機械產業兩年以上的中、高階管理者。本研究結果發現：
1.台灣精密機械產業在面對營運環境驟變（即美中兩強對峙、新冠肺炎疫情與科技快速演進）的衝擊下，所面臨的問題與挑戰，包含：（一）紅色供應鏈興起；（二）國際政治因素限縮外銷；（三）企業必須調整或改變現有生產模式等。
2.面對上述問題與挑戰，台灣精密機械產業的因應之道，即：（一）多角化經營；（二）積極培訓人才、投資研發；（三）慎選貿易條件等。
3.台灣精密機械產業未來將朝高精密度與高值化發展。
4.台灣精密機械產業正處於人才斷層的困境。產業在因應這些問題的解決方法，包含：經驗足夠且技術成熟前輩的帶領或導師團等。
研究結果將有助於政府、相關單位及有志從事精密機械產業人才之參考。

Series of shocks resulted from the Sino-U.S. confrontation, COVID-19, and ever-changing technology improvement, have greatly influenced Taiwan's precision machinery industry. As a result, the purpose of this study is to discuss how the middle and senior managers in Taiwan's precision machinery industry respond to the sudden change in the operating environment (Sino-U.S. confrontation, COVID-19, and ever-changing technology improvement). Furthermore, we will also explore the future trend and talent management reform of the precision machinery industry. This qualitative study utilizes semi-structured interviews for data collection. The 12 research participants, who are/were middle or senior managers employed in the precision machinery industry, were recruited and interviewed. The research findings were as follows.
1. As the result of the impact of the Sino-U.S. confrontation, COVID-19, and ever-changing technology improvement, Taiwan's precision machinery industry faces the following challenges: (1) The rise of the red supply chain; (2) Reduction in exporting due to political relations; (3) Enterprises must adjust or change the current mode of production.
2. Taiwan's precision machinery industry responds in the face of the above problems and challenges by (1) Employ business diversification; (2) Training talents and investing in R D; (3) Carefully selecting terms of trade.
3. Taiwan's precision machinery industry is developing towards high-precision and high-value.
4. Taiwan's precision machinery industry is facing a shortage of young talent. The industry's response to this challenging situation, including investing in leadership training and implementing mentorship programs.
This research will also be a foundation for the Taiwanese government, relevant units, and talents interested in studying the precision machinery industry.
