海軍留營意願與人力平衡之相關性-以軍官為例

摘要


募兵制的兵役制度經歷各階段轉型,現行部隊大部分以志願役人員為主,就比例而言軍官約占整體人數三分之一、士官兵約占整體人數三分之二,軍隊建立在服從命令的制度下,好的幹部能使部隊團隊和諧更有向心力,換而言之,所屬士官兵亦可能受軍官個人領導統御風格、情緒管理是否穩定等因素改變留營的意願,海軍現屬於新建造軍艦計畫執行時期,新武器及裝備的誕生急需穩定部隊人力,在少數軍事訓練役、生育率逐年下降且不定期申請退場人員流失的狀況下,如何管控部隊的人力平衡及補充就會是重要課題。 本研究採用次級資料分析法暨深度訪談法,以研究者就工作上已知規劃於111年至113年間役期屆滿或規劃退伍人員為研究對象,並依入伍班隊代表類群擇定7人進行1小時以上訪談,就國軍待遇、職前教育及工作內容等方面研究對於軍官個人留營意願的影響為何;本研究結果指出:現役軍官對於國軍薪資福利有一定程度的了解與認同、無論入伍管道職前教育對於人員均無顯著效果及現今職業軍人大部分以薪資待遇為主要考量,軍官因為長期頻繁的調整職務,對軍中(組織)支持感薄弱,申請自請退場人數逐年增加,建議以激勵理論教育領導所屬,以幹部自身的行為影響士官兵,提高知覺組織支持及留營意願。

The military service system of the recruitment system has undergone various stages of transformation. Most of the current troops are mainly volunteers. In other words, the non-commissioned officers and soldiers who belong to them may also change their willingness to stay in the camp due to factors such as the officer’s personal leadership style and emotional management. The birth of weapons and equipment also needs to supplement and stabilize the manpower of the troops. In the case of a small number of military training services, the fertility rate is declining year by year, and the loss of people who voluntarily apply for retirement from time to time, how to control the balance and replenishment of the manpower of the troops will be an important issue. This study adopts the secondary data analysis method and in-depth interview method, and the researcher's known work plans to expire or plan to be discharged from the military from 111 to 113 as the research objects, and select 7 people according to the representative group of the enlisted squad. Conduct more than one hour interviews to study the effects of military treatment, pre-employment education and work content on officers' individual willingness to stay in camps; the results of this study point out that active-duty officers have a certain degree of understanding and recognition of the national military's salary and benefits, Regardless of the enlistment pipeline, pre-service education has no significant effect on personnel. Most of the current professional soldiers take salary as the main consideration. Because of the long-term and frequent adjustment of positions, officers have a weak sense of support in the military (organization), and the number of applicants for self-resignation has increased year by year. , It is suggested to educate leaders with incentive theory, influence non-commissioned officers and soldiers with their own behaviors, and improve perceived organizational support and willingness to stay in camps.
