國軍工作生活品質、工作適應對留任意願影響之研究

摘要


國軍在2018 年發生兩件重大變革,一是全募兵制的推動,二是年金改革的衝擊。職業軍人入營服役需與國家簽訂契約,並遵守陸海空軍軍官士官服役條例之服役最少年限。國軍從精實、精進,精粹案等人力精簡之變革中,人力已大幅縮減,而人力與工作量不符比例至工作量無法負荷的情況在全募兵制的推動下更趨嚴重,造成現在許多原本懷抱遠大抱負的英勇軍人在簽約役期一到,便選擇離開投入民間職場。 本研究問卷發放採便利抽樣方式,針對國軍人員為對象,發出300 份問卷,回收有效問卷287 份,有效回收率95%。本研究成果:1.工作生活品質對工作適應成顯著正向影響的假設部分成立。2.工作適應對留任意願成顯著正向影響的假設成立。3.工作生活品質對留任意願成顯著正向影響的假設部分成立。4.工作適應對工作生活品質與留任意願具有中介效果之假設部分成立。本研究期待改善當前國軍福利措施是否有助於其提高留營意願,促使募兵制成功推行。

The National Army underwent two major changes in 2018, one is the promotion of the full recruitment system, and the other is the impact of the annuity reform. Professional servicemen are required to enter the camp by signing a contract with the State and complying with the minimum number of years of service in the Regulations on the Service of Officers and Non-Commissioned Officers of the Army, Navy and Air Force. In the reform of the national army from the lean, refined, and lean cases, the manpower has been greatly reduced, and the situation that the manpower and the workload are not proportional to the workload cannot be loaded have become more serious under the impetus of the full conscription system, resulting in many heroic soldiers who originally had great ambitions choose to leave and enter the civilian workplace as soon as the signing period arrives. This study distributed questionnaires in a convenient sampling method, and for Taiwan military personnel, 300 questionnaires were issued, and 287 valid questionnaires were recovered, with an effective recovery rate of 95%. The results of this study: 1. The hypothesis that the quality of life at work has a significant positive effect on work adaptation is partially established. 2. The assumption that work adaptation has a significant positive effect on the willingness to remain is established. 3. The assumption that the quality of work and life has a significant positive influence on the willingness to remain is partially true. 4. The assumption that work adaptation has an intermediary effect on the quality of work quality of work and the willingness to remain is partially established. This study looks forward to whether improving the current welfare measures of the Taiwan military will help it increase its willingness to stay in the camp and promote the successful implementation of the conscription system.
