海巡署勤務指揮中心勤務時長對於工作壓力及個人因素之影響

摘要


本論文研究背景以自2019年開始困於COVID-19疫情擴大影響,海巡署勤務指揮中心之執勤同仁染疫後得需強制隔離7至14日,造成原訂之輪值班表無法正常執行,需重新審視勤務時長以負荷龐大之勤務人力需求,研究目的在於「以疫情持續升溫」之情境下,對於海巡署勤指中心各個不同席位之執勤人員進行深入訪談,以發掘勤務人員對於執勤時長改變所肇生之影響,進而從中探討如何尋求解決方法,俾利改善同仁在值勤期間感受之工作壓力及個人因素影響。 研究方法係以訪談方式進行研究,選擇海巡署勤指中心五大席(管制長、海域執勤官、岸際執勤官、通信官、搜救規劃官)擇定五人進行訪人員狀況進行資料分析,具體而言系以半結構式訪談法與文件蒐集之方式進行探究,並將研究結果供予長官執行參酌與建議。 由研究結果發現,執勤人員認為在勤務時長改變下,面臨的問題如下: (一)家庭問題:孩童上下學接送及家人照護等時間分配。 (二)通勤考量:居住地遠近、通勤消耗及搭乘大眾運輸防疫問題。 (三)健康問題:年紀稍長較無法長時間專注工作或痼疾困擾。 (四)環境問題:相較往年工作環境,現行由軍職主官執政,觀念上的衝突及工作內容日漸繁瑣。 並由上述問題所獲資料綜整,針對本研究提供個人所能負荷之勤務量達到改善為目的,以更公平、高效率提供決策者隨時因應案件狀況處置所需進行分析,達到提升勤務運作效能、案件銜接管制及人力指派作為。

The research background of this paper is that since 2019, due to the expanding impact of the COVID-19 epidemic, colleagues on duty in the Service Command Center of the Coast Guard Department have to be forced to quarantine for 7 to 14 days after contracting the epidemic, resulting in the original shift schedule cannot be implemented normally, and it is necessary to re-examine the working hours to load the huge service manpower demand. The purpose of the study is to conduct in-depth interviews with officers at different seats in the Coast Guard Duty Command Centre under the context of "the epidemic continues to heat up", so as to explore the impact of service staff on the change in duty hours, and then explore how to find solutions to improve the work pressure and personal factors felt by colleagues during their duties. The research method is to conduct research by means of interviews, and five people are selected from the five seats of the Coast Guard Commanding Center (Chief Control Officer, on Sea Area Officer, Shore Duty Officer, Communications Officer, Search and Rescue Planning Officer) to conduct data analysis, specifically, it is explored in the form of semi-structured interviews and document collection, and the results are provided to the chief for implementation and advice. According to the research results, the officers on duty believe that under the change of duty hours, they face the following problems: (1)Family issues: time allocation for children to and from school and family care. (2)Commuting considerations: the distance of residence, commuting consumption, and epidemic prevention by public transportation. (3)Health problems: older people who are unable to focus on work for a long time or suffer from chronic diseases. (4)Environmental issues: Compared with the working environment of previous years, the current military chief is in charge, and the conceptual conflict and work content are becoming increasingly cumbersome. In addition, the data obtained from the above questions are synthesized, and the purpose of this study is to improve the amount of work that individuals can bear, and to provide decision-makers with analysis in a fairer and efficient manner to respond to the needs of handling case status at any time, so as to improve the efficiency of service operation, case connection control and manpower assignment.
