台北市捷運系統視障者無障礙環境設施之研究與探討

A Study on the Barrier-Free Environment for Visual Impairments in the Taipei Mass Rapid Transit System

摘要


捷運系統路網陸續通車後帶來大量的搭乘人潮,且各項設施也不斷地精進、增設,以因應搭乘旅客之需求。捷運局對身障者,建議垂直動線之移動可利用無障礙升降電梯,較無安全之顧慮。然而國內現行建築法規中,並未明確界定電梯入口處視障者與輪椅者按鍵面板共用之適宜性,且無障礙升降電梯按鈕設置位置之高度及按鈕排列組合對視障者而言是否適當、是否一致,是值得進一步探討之課題。 本研究以實地量測與捷運技術文件管理中心 (PDCC) 對照下,顯示出與視障者相關之設施包含:電梯外部乘場按鈕與點字板、樓層浮凸標示板、服務鈴、導盲磚,上述這些設施設置、尺寸規範方面與實地量測有些許出入。因此,本研究擬在電梯外部乘場設施、樓層浮凸標示板、導盲磚位置等,模擬各項相關設施,由已受過點字訓練之 20 位視障者進行實驗測試,統計分析各項設施之實驗結果,以評估其效益。 本研究目的以人因工程和通用設計的觀點探討視障者使用目前捷運無障礙升降電梯相關指示設施之尺寸與配置。研究結果發現在同時考量視障者與肢障者時,頂層/底層電梯外部乘場按鈕與點字板距地面的高度設置在 107 ~ 115 cm 為較適當;中間層電梯外部乘場按鈕與點字板考量肢障者時設置在 105 ~ 115 cm 為較適當;樓層浮凸標示板為 124 cm 為較佳;電梯外部導盲磚對正電梯門口,較為適當。 期望本研究的結果可為國內捷運無障礙升降電梯及建築環境中之升降電梯盡一份心力,且可提供國內外學者相關研究的參考。

As Taipei Metro continues to unveil different parts of the MRT network, the number of passengers surges. Existing facilities are being improved and new facilities are being added in order to meet the need of the passengers. Taipei Metro for safety concerns has been encouraging passengers who suffer physical disabilities to use barrier-free elevators for vertical movement. By far there have been no building codes in Taiwan defining the appropriateness for the visually impaired and those on the wheelchair to use the same buttons at elevator entrances. Whether the height and arrangement of the push buttons of the barrier-free elevator are fitting and consistent enough for the visually impaired are also significant issues that require further exploration. Examination of the field survey conducted for this study against data of Project Document Control Center (PDCC) of TCG Department of Rapid Transit Systems indicated facilities relating to the visually impaired include: push buttons and Braille board outside the elevator, embossed floor signs, service bells and guide bricks. Measurement of the field survey figured out the establishment and sizes of these facilities are somewhat different from the standard. Therefore, this study proposes to simulate various devices at the waiting area outside the elevator, embossed floor signs and guide bricks. Twenty visually-impaired people who have received Braille training participated in the experiment. Test outcomes of each facility were tallied for evaluation of its benefits. The purpose of this study is to examine the relations between the way visually-impaired people use the signs of barrier-free elevators of Taipei Metro and their size and layout from the perspective of ergonomic engineering and universal design. Research findings have shown in consideration of the physically impaired it is more appropriate to mount the push buttons and Braille boards at the height of 107 ~ 115 cm at the waiting area of the elevator on top/bottom floors; in consideration of the physically impaired it is more appropriate to mount the push buttons and Braille boards at the height of 105 ~ 115 cm at the waiting area of the elevator on middle floors; 124 cm is better for embossed floor signs; it is more fitting for the guide bricks to correspond to the entrance of the elevator. It is the author’s hope that findings of this study would contribute to barrier-free elevators of metro systems in Taiwan, as well as to elevators of the building environment, and serve as reference for domestic and international scholars engaged in related research.
