層級分析法應用於市議員服務項目研究—以台中市南屯區為例

A Study on Service Items of Municipal Councilmen by AHP Method－A Case Study of Nantun District, Taichung City

摘要

本研究透過具有南屯區市議員投票權的選民多位進行訪談，應用德菲法之原理與技巧，廣泛蒐集各方意見，並歸納整理選民對市議員服務項目重視因素項目，設計第一階段問卷發放予具有南屯區市議員投票權的選民，依其認為所重視的市議員服務項目進行勾選，問卷回收後予以統計整理而得選民對市議員服務項目重視因素，再設計第二階段適於AHP 層級分析法之問卷形式，針對具有南屯區市議員投票權的選民進
行發放，再將問卷資料以統計套裝軟體進行計算。結果發現選民對市議員服務項目面向權重值由高而低順序為「道路交通議題」、「民眾教育與養育議題」、「環境保護議題」、「民眾生活相關議題」以及「問政內容與服務品質」；關鍵重視因素之整體權重值以「督促政府部門解決道路及社區排水問題」、「設立學齡前公立托育單位」、「協助解決民眾停車問題」為排序的前三項，而以「協調政府部門降低補助門檻」、「替民眾爭取多樣津貼與補助」、「確實監督市政及反應民情」為排序的後三項；本研究據此提
出10 項具體建議供作參考。

In this study, through interviews with many voters who have the voting rights of Nantun District municipal councilmen, using the principles and techniques of the Delphi Method, the opinions of various parties were widely collected, and the factors that voters attach importance to the service items of the municipal councilmen were summarized and sorted out. The first stage questionnaire was designed and distributed to the voters who have the voting rights of the municipal councilmen of Nantun District. The voters were selected according to the service items that they think they attach importance to. Then design the questionnaire form suitable for AHP in the second stage. The voters with voting rights of municipal councilmen in Nantun District were distributed, and then the questionnaire data were calculated by statistical software package. The results show that the weights of voters toward municipal councilmen's service items from high to low were "traffic issues", "education and upbringing issues", "environmental protection issues", "life-related issues" and "content and quality of service in politics". The overall weights of key attach importance factors ranked first three in order of "urging government departments to solve road and community drainage problems", "setting up pre-school public nursery units" and "helping to solve public parking problems". The latter three items were ranked as "coordinating government departments to lower the threshold of subsidies", "striving for diversified subsidies and subsidies for the people" and "really supervising municipal administration and responding to public conditions". Based on these, 10 specific suggestions were put forward for reference.
