八卦山風景區松柏嶺遊憩區產業觀光發展策略

自從政府提出「台灣觀光政策白皮書」（Taiwan Tourism 2030）要打造台灣成為「觀光之島」，的觀光政策新目標後，觀光發展就成為重點工作，對於做到產業與觀光結合之轉型方向，各產業能夠配合政府政策做到產業觀光化，期能成為轉型成功之觀光休閒產業。對於在八卦山風景區松柏嶺遊憩區茶產業轉型、茶產業觀光及茶旅遊現況及未來發展所規劃之策略所需之資源為何？藉由文獻探討、田野調查、訪談在地居民、村長、在地產業及觀光發展協會、公部門等，了解當地需求，以所蒐集來的資料，針對在地環境、在地經濟、在地文化、政策建設等四大構面作為探討方向，以SWOT分析做到知己知彼的分析及專家問卷，使用IPA分析法，其結果之重要及表現做最後評估，以協助當地產業轉型觀光發展策略研究。執行上述之研究方式後，對於當地規劃之策略建議為：公私部門要能相互配合、私部門間彼此協調合作、觀光旅遊相關設施要結合當地旅遊及遊程、已完成建設之景點要能結合自償性策略發揮其效益、未完成之景點要能為當地之觀光旅遊帶來實質且長遠之效益。
