氣象情報對國軍災害防救重要性之研究

The Importance of Weather Intelligence for Army Disaster Relief Mission

摘要


凡為滿足「軍事任務」需求,所研擬之氣象情報資料,均可稱為「氣象情報」,氣象情報為軍事情報中重要之一環。目前國軍可利用機艦、衛星、雷達、地面測站及氣象氣球等裝備實施高空及地面天氣參數蒐集。氣象情報以「測報」與「預報」為首要,即時預測報的天氣資訊,可為「救災、演訓」參考,完整而長期之預測報資料,可為研判氣候變化參用,進而規劃救災部隊相關防險救災整備事宜。在天然災害防救執行時,災害發生前、中、後,「氣象情報」扮演預判可能災損及保障救援部隊安全之角色,而其能否有效提供相關情資,以支援災害防救,殊值吾人探討。近年來國軍投入惡劣環境並完成多次重大災害防救任務後,對整合有關資源,發揮專業單位特性,運用高科技系統以減少天然災害對國家經濟與人民生命財產損失,已有深刻體認。臺灣地理位置及環境特殊,其天然災害頻繁且無法避免,本人曾任職於國家搜救中心,因此即思考研究最佳之防險救災機制,以提供相關單位作為爾後施政之參考。

The weather information fits the demand of “military mission” which can be called “weather intelligence”. Weather intelligence is an important part of military intelligence. At present, Taiwan army can use the equipment such as aircrafts、ships、satellites、radar、ground station and weather balloons to collect the weather information of high altitude an ground. The most important of weather intelligence is “Forecasting”. Timely-reported weather information can be referenced for “disasters relief and exercise”. Complete and long-term forecast report can be used to judge change of climate, then, planning the related affairs of disasters relief troops. When enforce the disaster relief mission, “weather intelligence” play the role as predicting the possible disaster damage and protecting the safety of disaster relief teams from beginning to end. As a result, whether weather intelligence provides effective for supporting disaster relief, is a worth pondering question. Recently, Taiwan army has entered the harsh environment and accomplished many disaster relief missions. Taiwan army nave deep recognize on coordinating related resources and showing professions of each team; using a high tech system to decrease the natural disaster damage country economic and life of people. The geography location and environment of Taiwan is unique, and natural disaster are frequent also unavoidable. Writer had serviced in National security center, trying to research the best mechanism of disaster relief to provide relevant teams as a reference for future operation.
