台灣縣市警政之刑案破獲率與為民服務效率評估－共同邊界法之應用

摘要

本研究主要利用群組與共同邊界來估計台灣警政生產技術效率值。實證指出，台灣警政管理的無效率是生產技術無效率的主要來源。六都的生產技術效率值CRS、VRS及SE，在群組與共同邊界都優於縣市警政的生產技術效率值。全期間共同邊界TGR值為0.9525，表示台灣警政管理存在著4.745%的優化空間；六都的TGR值為0.8835，表示六都離共同邊界之缺口要比全期間的大。

This study mainly uses Meta-Frontier to estimate the efficiency of Taiwan's police production technology. The empirical point out that the inefficiency of Taiwan's policing management is the main source of inefficiency in production technology. The six capitals' production technology efficiency values CRS, VRS and SE are superior to the county and city policing production technology efficiency values in the group and common boundary. The TGR value of the common boundary during the whole period is 0.9525, which means that there is 4.745% optimization space in Taiwan's police administration; the TGR of Liudu is 0.8835, which means that the gap between the six capitals and the Meta-Frontier is larger than that of the whole period.
