永續經營是企業發展最高宗旨,如何創造紅利給股東,創造福利給員工則是高階經理人追求的目標。公用天然氣事業長期以來居於獨占地位欠缺改變的動機,然而公用事業民營化與開放自由競爭是全球化的趨勢,我國公用天然氣事業由於經營規模小與結構特殊,改革的腳步較為緩慢,但是面對政府為了擴大天然氣使用與營造公平競爭的環境,進行的許多改革措施,與高油價時代替代能源的推陳出新,家庭民生用天然氣使用量已呈現負成長,天然氣事業企業創新已是刻不容緩。 策略聯盟近年來已經成為企業從市場上取得資源與維持競爭優勢的重要策略,天然氣事業盈虧攸關民生用氣穩定,採行策略聯盟之前的評估作業更加重要。本研究透過文獻回顧,綜理出天然氣事業策略聯盟成功構面並建立研究架構,利用Delphi三回合專家問卷,篩選出天然氣事業發展策略聯盟關鍵成功因素,從聯盟的動機、聯盟前審慎評選聯盟夥伴、確立聯盟組織與管理作為四個構面,篩選出三十三項關鍵成功因素,期能提供有意進行策略聯盟以加速企業革新的公用天然氣事業,以及有意願與公用事業發展策略聯盟合作關係的產業參考,並提供政府擬訂產業政策參考。
As business continuity is the object of enterprise development, making more profit for the stakeholders is the goal of executive managers. Due to government-authorized monopolies, the natural gas utilities in Taiwan lack the motivation to change their business administration. However, privatization for public utilities and the breaking of monopolies are the trends of globalization. Furthermore, the decreasing demand for natural gas due to the development of alternative energy sources recquires imminent enterprise innovation in natural gas utilities. Although a strategic alliance is an important strategy for an enterprise to obtain a competitive advantage, there is no study about natural gas utilities using a strategic alliance for competitive advantage in Taiwan. From a study of the literature, this research assembled four important aspects (motivation, evaluating and selecting alliances, setting the structure and activities of alliances, and managerial maneuvering) for the success of a strategic alliance in natural gas utilities. Based on the Delphi method, thirty-three key success factors were filtered from these four aspects. These factors include prudently evaluating and selecting alliances, and clearly setting the structures and activities of alliances which should be considered by the natural gas utilities and other enterprises that would like to cooperate with the natural gas utilities. These factors may help the authorities to formulate amendments to industrial policy for natural gas utilities in the future.
