由於遊客破壞行為所產生的負面影響深鉅,不單是造成遊憩環境的劣化,增加維護成本,其更折損環境美感與危及遊憩區的公共安全,是以破壞防治作業實不容緩。相關文獻指出,欲避免防治且作徒勞而研擬有效的根治策略首當瞭解遊客破壞行為之肇因。再者,因統整不同的理論觀點闡釋破壞行為的肇因不失為經濟且可行的作法,故基於此,本文試圖統整不同的理論,包括當代用以解釋個體行為的破窗理論、暴力次文化理論、中立化技術、理性選擇理論與心流理論等觀點闡釋通盤性的過客破壞行為肇因供破壞防治者參考。另根據理論統整結果在實務上之建議亦於文末提出。
Vandalism in recreation areas is a critical problem faced by many recreation management agencies. It diverts money that would be spent on other recreation management programs to the repair of visitor-caused damage, detracts from the aesthetic quality of recreation environment, and affects the safety of employees and visitors; therefore, managers of those agencies have worked hard to deter depreciative activities. The related literature suggests that understanding why visitors sabotage some recreational facilities should be very important for developing a strategy to effectively reduce vandalism. This article provides the synthetic perspective which integrates the broken windows theory, the subculture of violence theory, the techniques of neutralization, the rational choice theory and the flow theory. A contingence hypothesis of .vandalism is also proposed.
