緝毒專案執行能力程度之實證探討－以新北市政府警察局為例

毒品問題向來是犯罪防治上之心中之痛。在現代，正可謂萬惡以「毒」為首，而且近年來，透由聯合國毒品和犯罪問題辦公室統計數據得知，國際間毒品問題遲未能獲得解決，我國也不例外。基此，本文以2011年至2018年新北市毒品犯罪為例，樣本選定8位實務工作者，以質性訪談研究法，就其對新北市執行之各項緝毒專案之「執行能力」為主題，實施專家訪談；研究發現新北市所執行之10種類型緝毒專案之｢執行能力｣程度，可分類為偵查型策略、預防型策略及整合型偵防預防型策略，且均有其不同價值評等，本文亦具體分別就執行、規劃、預防及教育訓練等面向，提供未來警方在緝毒作為上之精進及參考。

The drug problem has always been a pain in the heart of criminology. In modern times, it can be said that all evil is led by ＂ drugs ＂. Moreover, in recent years, statistics from The United Nations Office on Drugs and Crimes (UNODC) have shown that the international drug problem has not been resolved late, and Taiwan is no exception. Based on this, this article takes drug crimes of the New Taipei City from 2011 to 2018 as an example, selects eight practitioners and uses the interview research method to focus on their ＂enforcement ability＂ of various anti-drug projects executed by the New Taipei City police to conduct expert interviews. The study indicates that the degree of execution capability of the 10 types of anti-drug projects implemented in New Taipei City can be classified into investigative strategies, preventive strategies, and integrated detective and preventive strategies, all of which have different values. This article also specifically provides implementation, planning, prevention, education and training aspects to provide future police officers with the improvement and reference in drug control.
