從公私協力探討巷弄長照站之發展－以新竹縣新城社區發展協會為例

隨著我國高齡人口比例不斷增加，政府順應推行長照2.0政策以因應之，其中該政策中的「巷弄長照站」作為深入鄰里最直接面向民眾的長照據點，肩負起提供長照服務的職能，然而當前鮮少以公私協力角度深究巷弄長照站個案之研究，是故本文選定新竹縣新城社區發展協會作為本研究個案，經過訪談法後之研究發現有四，首先是政策層面，長照2.0針對據點之層級劃分仍存在數量之爭議，有頭重腳輕之疑慮；第二，就實務層面而言，當前致府與據點之協力模式多為經費上之補助，而民間則多提供企業才能；第三，亦是巷弄長照站所面臨的困境，包括經費、人力與轉型之困境；最後，個案透過特色課程、活動以及當地人文之結合，發展巷弄長照站以符合長照2.0之精神。本研究主要聚焦於巷弄長照站之觀點，未來更可透過政府、民眾觀點以增進本研究議題之完整性。

Because the proportion of the elderly in Taiwan continues to increase, the government has introduced Long-term Care 2.0. Among them, the ＂LTC station＂ is the most direct base for the public, and is responsible for the function of providing long-term care services. However, at present, LTC station is rarely studied by public-private collaboration. Therefore, this study selects the ＂Xincheng Community＂ in Hsinchu County as the case study. After the interview, there are four findings: First, at the policy level, there are still quantitative disputes regarding the hierarchical division of bases in Long-term Care 2.0. Second, in terms of practical aspects, most of the current PPP is funding subsidies, while the private sector provides corporate talents. Third, it is also the dilemma faced by LTC station, including the dilemma of funding, manpower and transformation. Finally, the case developed the long-distance photo station in alleys to conform to the spirit of Long-term Care 2.0 through the combination of special courses, activities and local humanities. This research mainly focuses on the viewpoint of LTC station. In the future, the integrity of this research topic can be enhanced through the views of the government and the public.
