To prevent disasters arising during the maintenance phase of a high-tech facility, this study traces back to the construction and design phases for finding those ”controlling points” that affect the occurrence of the disasters. Restated, if these controlling points can be managed properly in advance, several potential disasters then will not occur later. The identified controlling points are divided into three major categories, including fire, gasification and others. In each category, several sub-categories and examples are provided. Knowledge of the causes and management strategies of these controlling points helps the owner, designer and contractors of a high-tech facility project in safety management. Eventually, disasters can be prevented when the facility is in operation.
