評鑑專業標準與原則係指評鑑社群一致同意的評鑑工作指導原則,並可據之判斷任一評鑑的價值及其優缺點,為認定評鑑實務是否符合專業的要件之一。歐美先進國家目前已制定的評鑑專業標準與原則,包括:方案評鑑標準、人員評鑑標準、學生評鑑標準及評鑑人員指導原則等,且都由相關評鑑社群/組織加以制訂。 我國教育評鑑自1975年開始,陸續推動專科、大學學門、師專、中小學、幼稚園、試辦大學綜合校務、高中職、醫學院、大學校院實施自我評鑑、大學校務,以及目前正在實施的大學校院系所等各級各類學校評鑑及/或認可工作。然而,國內並無相關評鑑組織制定專業標準與原則,以作為實施及評估評鑑方案依據的例子,亦未見有依據國外發展的評鑑專業標準與原則,以設計並指引任一教育評鑑實施的相關研究。爰此,本文旨在瞭解世界重要國家評鑑專業標準與原則之發展及其內涵,進而探討其對我教育評鑑之啟示與建議,以提供相關單位未來規劃與實施教育評鑑工作時之參考。
The professional evaluation standards and guiding principles are mutually agreed to by people engaged in the professional practice of evaluation, that, if met, will improve the quality and fairness of an evaluation. Undergirding the concepts of both guiding principles and professional standards is the concept of values, which are the critical factors within an evaluation professional society. Both of guiding principles and standards were usually created by evaluation professional organizations or societies in the highly developed countries. Since 1975, the educational evaluations have been implemented by all kinds of schools in Taiwan. However, there were no established guiding principles and/or professional standards to direct the evaluation practices. Also, there wasn’t any other research on professional standards based on foreigners’ developmental experiences of such standards. This study focuses on the developments and contents of professional evaluation standards within international context. Therefore, the inspiration of developments and contents of professional evaluation standards form this study will provide the useful information and advice for future evaluation works.
