China's African Policy: An Analysis of Soft Power and the Tributary System

This article examines and analyzes the relationship between the concept of soft power (SP) and China's traditional tributary system (TS) as evidenced by China's African policy. There are several key research results: Firstly, China has earned the support of African states by means of the asymmetric exchange of material and nonmaterial interests. Secondly, although the context of TS is similar to that of SP, the former's operating logic and power options differ those of from the latter. Thirdly, China's policy is used to manifest her values, and that is the purpose of SP. Finally, most of China's logic in exercising power is influenced more by her TS heritage than the Western concept of SP. This study seeks to achieve a deeper understanding of China's foreign policy in general and establish new ground for future studies in comparative foreign policy that focus on different traditions in international relations.
