The drug-abuse has been the crucial issue in the field of crime prvention and public health. Due to the advancement on chemical synthesis technology, the "Novel Psychoactive Substances" (NPS) is evolving rapidly. These substance produces substantially similar effects to or greater than one that is schedulled under the Narcotics Hazard Prevention Act, often marketed as "designer drugs" of "legal highs". Moreover, it is reported that the young adults are addicted to these subtances because there are undetectable in standard drug tests. Thus, this article aims to review the development of NPS policies and legislation in advanced countries and international organizations, and also provide a solution on the regulation of novel psychoactive substances in Taiwan.
